• Led UK negotiations on reform of the Common Agricultural Policy at the UK Permanent Representation to the EU in Brussels, combining excellent strategic vision with a finely developed influencing strategy;• Represented the UK at Council working groups and on the Special Committee on Agriculture, leading political-technical negotiations with 27 other Member States and the European Commission. • Developed a strong network of contacts with Member States, senior Commission officials, MEPs and industry representatives, with a reputation as a skilled and well informed negotiator;• Member of Lord Hill’s transition team in the run up to his confirmation as UK Commissioner to the EU, with responsibility for European Parliament engagement.

• Led a cross Government review of UK waste policy working widely across Whitehall - including with the Prime Minister’s office and other senior White-hall contacts - the environmental services industry, NGOs and think-tanks. • Delivered a coherent, politically sensitive strategy which set out a clear direction for waste policy against a difficult financial and regulatory background;• Demonstrated significant resilience in the face of competing demands and conflicting policy interests and successfully led a strong team of peers.

• Responsible for all environment, energy and agriculture issues at the British Embassy in Paris, working with colleagues in the French administration, industry, trade associations and voluntary organisations;• Developed new UK-France co-operation on climate change and worked extensively with the French administration ahead of agreement on the EU 2020 climate and energy package;• Instrumental in development of a new UK-France nuclear forum;• Managed a range of sensitive bilateral issues across the agriculture and EU animal health regimes.

Held a range of policy and political roles including:• Head of CAP reform unit during 2003 reform process;• Senior Private Secretary to the Minister of Agriculture - including during the serious outbreak of foot and mouth disease - and then to the Department’s Permanent Secretary (2000-02);• Roles covering trade, press and communications and development of national rural development strategy.
