About Andrew Philip, Phd, Lp
Dr. Andrew Philip is the Deputy Director of the Learning and Diffusion Group (LDG) at the CMS Innovation Center (CMMI). As Group Deputy, he supports Executive Leadership by leading strategy and execution of cross-cutting initiatives and oversight of operational integrity for a broad portfolio of learning and systems transformation activities. Prior to this senior leadership appointment, Andrew served as the Division Director of LDG’s Division of Model Learning Systems, leading teams of senior staff and subject matter experts designing and executing learning systems spanning more than fifteen Innovation Center models from primary and specialty care to state Medicaid, bundled payment and ACO models, and supporting new model development. Andrew has held leadership roles at the Primary Care Development Corporation CDFI and the SAMHSA-HRSA Center for Integrated Health Solutions, contributed to healthcare transformation efforts with the Departments of Defense and Veterans Affairs, and provided consultation and training to rural health and federally-qualified health centers, independent practice associations, health plans, medical residencies, primary care associations and more. Andrew is passionate about driving scalable, high-impact initiatives around integrating care to better address patient and provider needs, and enhancing care for underserved and disinvested communities. Andrew earned his PhD and MS from Auburn University. A clinical health psychologist by training, Andrew maintains involvement in clinical care, teaching, and writing. In 2017 he became a Senior Fellow with the Partnership for Public Service in Washington, DC.
