About Andrew Tarter
I am part practitioner, part researcher, and part professor: I have spent decades practicing, studying, and teaching about how international development works—and often does not work—in countries facing incredible challenges, including India, Haiti, Niger, Sierra Leone, Mauritania, and others.My *practitioner* experiences include working in the cabinet of the Prime Minister of Haiti on policy and institutional reforms to strengthen international development regulations, through a Fulbright Public Policy placement (US Dept. of State). As a Science and Technology Policy Fellow of the American Association for the Advancement of Science, I completed back-to-back senior placements in the major bilateral development agencies of the U.S. Govt. (U.S. Agency for International Development (USAID) and the Millennium Challenge Corporation (MCC)—where I am now employed as an Associate Director).I bridged the researcher-practitioner divide at the Institute of Food and Agricultural Sciences (IFAS), where I established an agricultural extension research program in Haiti, as part of the Feed-the-Future initiative of USAID.I have worked as a *researcher* and consultant for multilateral development agencies such as the World Bank (since 2014)—on topics from natural resources to gender; and the Pan American Development Foundation (since 2015)—conducting research and programming for natural resource projects. My Ph.D. was funded by the National Science Foundation (NSF GRFP). My long-term fieldwork research was funded by a NSF Doctoral Dissertation Improvement Grant and a Wenner Gren Foundation Dissertation grant. I received 2 years of support from the Foreign Language and Area Studies (FLAS) Program (US Dept. Ed.). My research products range from ethnographies of life in a small village to regional and national studies.
