About Andrew Westall

Welcome to my profile. I am an operations leader with more than 20 years of experience driving results for city and community development projects. I currently serve as Chief Deputy to Los Angeles City Councilwoman Heather Hutt, and as a consultant for local governments and nonprofit organizations. I am passionate about what I do because, after serving in a variety of capacities for the City of Los Angeles, I have my fingers on the pulse of what works and doesn’t and can instinctively guide municipal representatives and nonprofit leaders in achievement of objectives in record time. I have a broad skill set that is transferable to any size location or role. With a proven track record of supporting government representatives and residents with interpretation of laws and regulations, I can explain the intricacies involved in navigating systems, and build consensus on solutions for community and quality-of-life improvement. I have a post-graduate degree in urban planning and a history of planning and executing events and programs, tracking data, and streamlining processes. I also have a stellar record for training/coaching team members for career growth and upward mobility. As a result, I am able to create a cohesive environment with optimal team spirit, engagement and performance. Able to work well with people from diverse cultures and backgrounds, and I can successfully develop strategies for Diversity, Equity and Inclusion (DE&I). My key areas of expertise include, but are not limited to, Strategic Planning & Execution, City Management, Community/Economic Development, Community Outreach, Budget & Financial Management, Land Use, Housing/Homelessness, Municipal Law/Regulations, Grant Management, City Clerk/Records Management, Public Works, Public Finance, Stakeholder Relationship Management, Staff Development, and Leadership.
