Managing the newly established (post-merger) sports infrastructure assets company of EUR 140m+ assets (exp.) in 2024, with more CAPEX in delivery (Team Sports Arena, Athletics Arena) to deliver the world-class infrastructure for high achievement athletes, youth and children sports and the general public.With 6 large subsidiaries previously on their own - the National Football Stadium, Ice Rink, the National Tennis Centre, Team Sports Arena, Athletics Arena and the Sigulda bobsleigh and luge track, my tasks include:- Establishing common corporate governance principles across all functions of the new company.- Stabilise and improve the financial situation of the company, including but not limited to re-assessing the pricing, marketing, monetization on all revenue segments. - Adjusting the funding strategy for the company, including the mix of banks loans and contemplated bond financing, and PPPs. - Manage the staff of 100+ employees.

- Providing advisory services for the Board enhancing the credit rating in line with the CRA methodology and ensuring communication with the CRA analysts.- Adjusting the funding strategy and arranging debt (incl. green deal) from banks, and investors (bonds issuance) for further airport expansion. - State aid and the related requirements of the European Commission for the exit from state aid, including taking the lead on the required external valuation of the Airport by the independent advisor (Big4).

- Finance management & controls of the Airport (net turnover exceeding EUR 70 million, 1300+ employees), setting & monitoring KPIs (vs plans, sector, competitors);- Liquidity management (cashflow forecasting, deposits, bank loans, leasings, refs);- Funding attraction: loans (commercial banks, international finance organizations, such as, European Investment Bank, Nordic Investment Bank, EBRD) and capital markets;- Investor relations – active work with the largest credit rating agencies (CRAs), from the selection process to adjusting the Company’s financial strategy to accommodate CRAs methodologies into action, regular updates of financial standings to CRAs, conventional banks, and investment banks, - Budgeting – developing metrics, assessment of the investment portfolio, personnel remuneration budget, operations budgets and more;- Evaluating infrastructure development plans & projects, including PPPs, and its impact on the medium & long-term operational strategy of the Airport;- Administering the Airport’s Warehouse operations, stock management, automatization, corporate buying through a procurement process, seeking processes efficiencies, challenging the current status quo, etc.;- Ensuring timely and on-demand information on the Airport’s finances and running development project on transferring big data from Airport’s systems into real-time data (using MS Power BI); - Preparing and presenting financial reports to the Board and Supervisory Council;- Member of the Risk Governance Committee and the Investment Project’s Review Committee.- Performance measurement for the staff (22 people).

- Widening the business volume and corresponding relationship in various financial instruments and products for cash and liquidity management, debt capital markets etc.;- Investor relations – retaining, expanding relationships with current and prospective investors and partners (e.g. JP Morgan, HSBC, Citi, Deutsche Bank, Societe General, etc.)): (a) drafting & approving Organization’s annual report, quarterly bulletins, weekly reviews; (b) planning & execution of roadshows for meeting securities investors in NYC, Boston, London, Tokyo, Frankfurt, Munich and other locations; - Bonds issuance process – active member of senior management team involved in raising of more than 2 bn EUR in capital markets in several issuances, including, but not limited to, ensuring the mandate selection process for bond issuances, price discovery process, legal documentation, annual Prospectus write-up and coordination work with international lawyers for its subsequent publication in Luxembourg Stock Exchange, ensuring Q&A sessions with global banks representing investor community and government stakeholders; - Managing all government’s relations with credit rating agencies (S&P, Moody’s, Fitch, R&I) – in arranging sovereign and bond ratings; - Ensuring smooth business cooperation, incl. reporting, with IFIs and international organizations (IMF, WB, EIB, NIB, CEB).

Managed the team of international trade specialists and foreign reps; marketed Latvian export in domestic and foreign markets, provided strategic consulting and educating on international market entry strategies to numerous Latvian SMEs.

Managing and co-working on different type of advisory projects:• Management consulting (efficiency reviews, benchmarking, corporate/business/functional strategies, risk assessments);• Corporate finance (financial modelling, budget forecasts, affordability assessments, financing/funding reviews);• Financial and commercial due diligence (with a focus on market intelligence, macroeconomic reviews), independent business reviews (IBR);• Deal origination;• Bid management (drafting the bid documents, pro-active approach of the potential clients);• Quality reviews and mentoring; • Marketing (participation in seminars, drafting articles, NGO’s);• Internal checks (risks management and compliance procedures, internal reporting, risk panels, etc.)

- Management of business banking relationships (front-office) for the geographic area of Western Europe, UK, Middle East); - team member for securing a syndicated loans facility of EUR 300 million from investors around the globe;- Setting up the agreement signing procedures related to the Bank’s international clients; - Organizing & participating & coordinating business meetings and seminars; representation of the bank both in domestic and foreign markets; - Provision of international clients with information regarding information of the bank and its achievements.

- My key task was the introduction of PFI/PPP (privately financed public infrastructure projects) in Latvia;- Drafted the PPP Law, incl. stakeholder management within ministries, the government, and the Parliament, the Latvian PPP policy framework document, corresponding government regulations; - Liaised with international financial institutions (EBRD, EIB in particular) to harmonize the requirements of international financial institutions and requirements of the regulatory framework for privately financed infrastructure projects; - Training & advising Purchasing Authorities (cities, ministries) on how to originate and structure prospective PPP projects; - Participation at project steering boards, developing methodologies, etc., Eventually, the PPP programme consisted of more than EUR 1bn pipeline.

During 3 months secondment in London, I was involved in developing bidding strategies for different clientele, actual bid drafting and discussing approaches for team alliances set-up. The experience gave the hands-on experience in working with tight deadlines and the touch of breath of global business.
