The Reservoir Habitat and Angler Liaison Program Manager provides program supervision, planning, coordination, implementation, and reporting of reservoir aquatic habitat (including water quality) projects on a statewide basis. Key duties include: leading, coordinating, and supervising the development of annual reservoir habitat projects and budget plans that identify which projects will be implemented during the respective work year, timing, staffing, and resource needs and commitments.Oversees evaluation of reservoirs to determine their need for habitat improvements. Coordinates with all six Regional Aquatic Wildlife Program Managers and Aquatic Specialists to develop and prioritize reservoir habitat projects. Completes or assists with environmental compliance for the projects, identifies and seeks funding for projects (including external funding). Oversees implementation of reservoir habitat projects: develops contracts with organizations that can assist with reservoir habitat activities, solicits help on the projects by volunteers and other work units, procurement and construction of habitat structures, and deployment of habitat structures. For reservoir water quality impairment projects, investigates opportunities to improve water quality and implements such projects. Develops monitoring approaches to evaluate effectiveness of habitat structures and water quality improvements. Works with statewide and regional staff on identifying triggers in management plans that could initiate the implementation of reservoir habitat projects. Works with statewide and regional staff to identify angler access improvement opportunities at reservoirs. Reports on annual job performance activities and budget expenditures to ensure sufficient progress, expenditures of committed funds, and meeting desired outcomes. Leads coordination with other agencies and external partners related to reservoir habitat projects.

Responsible for development of plans, policies, procedures and centralized statewide administration of the fisheries management program conducted by the six regional fish specialists, Community Fish Program and the Aquatic Invasive Species Program. In the absence of Aquatic Wildlife Branch Chief, is responsible for the continued orderly operation of the Aquatic Wildlife Branch. Administers, reviews and approves regional and headquarters Federal Aid work plans, annual performance reports, technical reports, budget modifications, and project proposals as assistant project leader. Evaluates management recommendations from six regional fish programs, and internal and external publics. Supervises the Community Fishing Program Manager, Aquatic Invasive Species Coordinator and Statistician. Administers statewide sport fish motor pool fleet including boats and vehicles. This involves purchases of equipment for six regional work units and Phoenix Headquarters. Prepares budget proposals and monitors expenditures. Coordinates semiannual statewide Fish Program meetings. Plans, organizes, coordinates and monitors wildlife study plans, programs, and procedures ensuring environmental compliance and consistency with guiding strategic planning documents. Prepares popular articles, composes blog and website content, coordinates and administrates two Challenge programs to promote catch and release of large bass and catfish, composes social media content, composes technical reports and summaries. Reviews and edits reports and publications from subordinate personnel. Reviews popular and technical publications to maintain proficiency in specialty fields.

Annually coordinate and manage between 30 and 60 projects on a statewide basis that reduce conflict between private landowners, permittees and sportsman. Projects also must benefit wildlife and wildlife habitat. These projects are funded from incentive based programs that in most years exceed 2 million dollars. Oversee implementation of projects, ensure compliance with federal and state laws, write legally binding agreements, and ensure payments are equitable across all regions of the state. Work closely with private landowners, land management agencies, conservation organization, Natural Resource Conservation Service, and the Natural Resource Conservation Districts to resolve issues, concerns and problems with wildlife habitat or recreational access, and to implement projects that may address issues. Execute and implement all types of agreements with private landowners and land management agencies associated with the Landowner Relations Program, including (LIP), Heritage Access, IIPAM Habitat Stewardship, Heritage Grant-In-Aid, RESPECT, Big Game Stewardship, and the Adopt-A-Ranch programs etc. Provide staff support in developing required documentation for project compliance (NEPA, ESA etc.).Pursue outside grant opportunities when available.Conduct wildlife and wildlife habitat surveys of public and private lands to determine opportunities for wildlife habitat improvements or mitigating recreational access issues. Organize, attend and facilitate private landowner and land management agency meetings on behalf of the Department and the Landowner Relations Program. Present programs and represents the Department at technical meetings and public information opportunities.Supervise one full-time biologist based in Prescott an indirectly supervise/mentor five additional biologists in five separate Regions.

Directly supervised and performed annual reviews, including mentoring and discipline for as many as three full time biologists and up to three seasonal employees. Recruited, interviewed and trained new Program employees as well as indirectly supervised 12 full time Wildlife Managers during activities. Acted as Regional Supervisor responsible for 30 biologists and office staff in the absence of that individual which included facilitating and leading staff meetings, Regional meetings as well as managing personnel issues and ensuring outstanding customer service. Managed Fisheries Resources in Northwest Arizona including approximately 500 miles of rivers and streams and 192,612 surface acres of impoundments from the Colorado River to the Verde River, with an annual budget of over $200,000. Coordinated annual stocking of approximately 250,000 catchable sized rainbow trout, brook trout and over 100,000 largemouth bass, bluegill, and channel catfish into Regional waters throughout the Region. Ensured goals and objectives are were met as I collaborated, coordinated and cooperated with Regional Programs as well as other Regions and work units at the State Headquarters in Operational and Implementation Planning efforts.Managed an inventory valued at more than $250,000 in assets to ensure proper stewardship, maintenance and replacement of equipment. Made recommendations to the 5-member Game and Fish Commission on setting fishing regulations and seasons by making presentations and personal one on one contact with Commissioners for expert advice on Aquatic Systems and Riparian Ecosystem Management. Organized, created and conducted presentations, talks, workshops, fairs and seminars related to fish and fishing as well as other wildlife related activities. Additional topics have been aquatic ecosystem biological concepts, natural resource management and riparian habitat management.
