Procurement Officer - China Beacons Institute (Cbi)
CurrentDuties:1. Plan and organize the CBI procurement team to purchase a variety of goods, services and works to satisfy the business needs.2. Coach and lead CBI procurement Team to achieve and maintain compliance, standardization, efficiency and transparency in procurement actions.3. Guide the CBI procurement team to complete the procure-to-pay processes following applicable regulations, policies, rules and procedures that covers requirement definition, sourcing, solicitation (including ITB and RFx), negotiation, award, delivery and payment.4. Advise requisitioning offices on procurement issues, and provide guidance at all stage of the procurement cycle. 5. Oversee the preparation and distribution of solicitation documents and manage the bid opening and evaluation.6. Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions and reports etc.7. Contribute to skilled communication and negotiation internally and externally;8. Identify and advise continuous improvement areas to improve the procurement service and mitigate risks9. Explain and interpret complex issues to requisitioning offices to ensure accurate information delivery and develop understanding. 10. Deliver a variety of service support mechanisms (internal training, system enhancements) to maximize service quality, efficiency and sustainability. Achievements:1. Established industry engagement SOP for cutting-edge research equipment. 2. Guided team member and advised requester finalized appropriate specification in bidding.3. Advised UNNC established long term agreement for frequently used goods that will be purchased repeatedly in next 2 years. 4. Streamlined the ad hoc micro-purchase transactions through annual plan, category management, localization and simplification& integration of process. 5. Volunteered to identify available hotels as back up hotels in UNNC COVID-19 emergency response, and more than 80% rooms were put in to use by about 1000 students.
