PROFESSIONAL EXPERIENCE:• Managed a pivotal state government department of 1,450 employees responsible for collecting more than $50 billion in annual revenues, tax administration, collections, bond finance, school loan programs, local government oversight, and served as the sole fiduciary of $60 billion in pension, 401k, state trust and cash assets.• Led two state reviews of the City of Detroit’s finances, negotiated a Consent Agreement between the state and the City, and transitioned the City into receivership.• Oversaw the financial emergencies of nine cities and three school districts, the dissolution of two school districts, and consent agreements with two cities and one school district.• Awarded Bond Deal of the Year honor from the Bond Buyer for Michigan’s refinancing of more than $3 billion in unemployment liabilities to the federal government.• Oversaw the implementation of a new, simple, fair and efficient corporate income tax.
