 Review and become familiar with the contract documents for proposed construction. Review, analyze, and make recommendations including preparation of cost estimates and time and schedule impacts on potential construction changes to the PM. Provide daily inspection of construction work to insure the work is in accordance with contract. Make applicable comments on the daily reports. Notify PM of non-compliant work. Witness field tests and review all testing reports accomplished by the contractor and any Government materials testing for conformance with specifications. Establish and maintain a log of all field tests required by the contract documents. Verify quantities of all work in place and materials stored on site.  Review and acknowledge Contractor’s Daily Reports including verification of the project schedule by indicating the activities worked on that day and the activities behind schedule. Maintain orderly working files for correspondence, updated progress schedules, monthly progress reports, punch lists, field changes, Request for Information (RFI), and contract documents including amendments, notices to proceed, change orders, modifications and other locally generated documents developed during the course of construction. Notify PM of any potential construction contractor claims and disputes relative to contract requirements and discrepancies in the drawings and specifications.  Maintain a file of construction photographs documenting progress and problem areas and include appropriate photographs in monthly progress reports. Comment on all contractors’ request for final inspections regarding the completeness of specified construction work. Participate in pre-final and final inspections, preparation of punch lists and check that all punch list items are corrected. Verify contractor’s maintenance of accurate as-built. Assists in review and comment on all Installation Instructions and Operation and Maintenance Manuals provided by contractor.
