Provides Homeland Defense expertise and establishes, maintains and exchanges key operational information with US Northern Command and its subordinate commands US Army North, Joint Task Force-Civil Support, and Joint Task Force-North staff points of contact to facilitate successful FORSCOM execution of support to USNORTHCOM Defense Support to Civil Authorities (DSCA) requirements. Provides subject matter expertise support for CBRN readiness generation of FORSCOM assigned forces, and continually evaluates and improves them from a programmatic and cost-effective perspective. Leads and participates in stakeholder forums, communicates CG guidance critical to maximizing CBRN readiness generation of Army units. Serve as FORSCOM Chemical Surety Officer and maintains FORSCOM Chemical Surety Program and associated processes to ensure surety operations are properly performed, assessed, supported and resourced.

Served as the senior representative for operations, readiness and CWMD directing people and teams in support of providing trained and ready personnel worldwide to achieve national objectives. On a daily basis, provided timely, accurate, synchronized and integrated information and analysis on all aspects of crisis management, chemical and biological surety, homeland mission support and Defense Support to Civilian Authorities (DSCA), readiness, operations, mobilization and strategic movements that improved executive level decisions that secured national borders and ensured national security. Provided intellectual expertise in the writing and editing of Army publications, regulations, senior leader correspondence, and other Army/public affair Initiatives and Strategic Communications like the FORSCOM Campaign Plan.

Led a workforce of over 1,300 personnel with an annual operating budget of $300M. Implemented sound management controls to provide Army base resources and services to support the mission, units, their families, retirees, trainees, civilians and community partners. I guided 7 installation directors, 10 support managers, and supervised the director of emergency services, which enabled 30,000 installation employees to train 78,000 personnel and care for 100,000 visitors annually. Developed soft skills during countless interactions with civil authorities, which improved my abilities to assume greater levels of responsibility and leadership roles in civil authority support environments.

Served as Chief of joint, bi-national NORAD and NORTHCOM J35 Chemical, Biological, Radiological and Nuclear (CBRN) branch responsible for operations that include the CBRN Warning and Reporting System and CBRN hazard predictions/attack assessments, both of which provide accurate and timely information to the governments of the United States and Canada. Provided the USNORTHCOM commander and his battle staff with strategic analysis, assessments, and recommendations on all CBRN related issues. I was directly responsible for the professional development of all CBRN Corps Soldiers within the command, which improved overall unit readiness by 20%.

Completed one year resident, graduate-level program, which educates national security leaders on planning and executing joint, multinational, and interagency operations to instill a primary commitment to joint, multinational, and interagency teamwork, attitudes and perspectives. Awarded Master of Science, Joint Campaign Planning and Strategy, from the National Defense University, Washington, D.C. and defended and published a 72 page thesis addressing U.S. bioterrorism policy gaps and seam.

Served as Protection Chief and senior CBRN Officer and developed, manned, mobilized, and supervised domestic and global vulnerability assessment teams resulting in installation and personnel protection, policy development and synchronization of U.S. and host nation security capabilities. Synchronized force protection efforts across Iraq on 75 military bases and airfields protecting over 100,000 military and civilian personnel in Iraq from Jan – Dec 2011. Led a 20 person vulnerability assessment team responsible for all elevated and ground, force protection technology, sensors, and access and perimeter defense measures in Iraq. Responsible for planning, organizing and transitioning force protection functions and technology to the U.S. State Department in Iraq that provided a legacy of protection for US personnel remaining in support of the US Embassy in Iraq. This included $500M worth of personnel and Army installation protection technology, which provided personal protection to 500+ U.S. Embassy and State Department personnel in Iraq after 2011.

Served as Director and successfully led and supervised the Anniston Chemical Activity who safely managed, stored and demilitarized of 7% (651,000 munitions) of the Nations chemical weapon stockpile. Led, managed and professionally developed 187 civilians and 1 military noncommissioned officer and an operating budget of over $22M annually with 0 safety mishaps or violations in two years. Facilitated the chemical stockpile emergency preparedness program including safety, security, personnel reliability, demilitarization operations, exercises and environmental protection, integrating state and six area counties’ experts and resources to save lives, protect property and preserve the environment; resulted in a fully-integrated, resourced and exercised emergency response plan.
