Oversight of the Site Health, Safety and Security management of the onshore field construction of the INPEX Ichthys LNG plant for the JKC (EPC) Joint Venture in Darwin on behalf of the client INPEX.I am leading the Darwin HSES team of seventy personnel with five direct reports across health, safety, training and security functions. The JKC JV construction team consisting of the Japan Gas Corporation, Kellogg Brown and Root and Chiyoda Corporation brings with it some unique cultural HSE challenges with Japanese, Australian and US personnel the dominant cultures in the JKC JV management team. Additionally the client INPEX themselves are also heavily influenced by Japanese and European culture combined with JKC has resulted in a diverse and challenging environment to foster and develop an injury and incident free work environment.Achievements to date include;• recruit, manage and lead a multi-disciplinary team of Health, Safety, Training, Security and Emergency (HSES) team of more than seventy personnel at peak;• establishment of a leadership behaviour based safety program focused on construction management teams across all work packages, including client, contractor and subcontractor teams;• establishment of a craft level peer on peer (worker to worker) BBS program focused on craft level personnel;• establishment of a joint (client, contractor and subcontractor) HSE inspection program to foster a one team approach to counter the common divide of a ‘them and us’ culture which is often a negative influence in large scale construction projects;• world class incident and injury free performance measured as record low lag injury frequency rates.

Commenced role with BHP Billiton as HSE Manager for ODP1 Infrastructure. The ODP1 project is the first phase of the Open Pit operation establishment and the Infrastructure team is responsible for the establishment of the infrastructure required to support the Open Pit operation during construction and into the early stages of production. The project Definition Phase Study (DPS) was successfully completed in May 2012 and pre-commitment funding to begin establishment of early site works and purchase of long lead plant and equipment commenced in September 2011. Commencement of early site works establishment whilst at the same time finalising the DPS has meant that the project has been very dynamic which has presented many challenges for BHP Billiton and Contracting Partners in terms of health, safety and environment performance. Despite this the Infrastructure team including all Contracting Partners achieved one year recordable injury free in the first 12 months of site execution work during a period when HSE systems are not fully bedded down and hundreds of new personnel were mobilising to site. This has been achieved through the commitment and planning of both the Owners Team and the Contracting Partners supported by best practices in the areas of training, competency verification, leadership accountability, cognitive behavioural safety program for all project personnel, including short term workers, risk assessment and critical control implementation, positive safety observation program, senior management field safety engagement program and audit verification programs.

Commenced role as Doha Expressway Programme HSES Manager on a short term contract to establish the Programme HSE Management systems and documentation for the Doha Expressway, responsible for overall Health, Safety, Environment and Security, across a suite of road construction projects being constructed in Doha over a five year period. Three projects were in execution by May 2011, with seven scheduled for execution by late 2011. My objective was to successfully set up and manage an ambitious programme on behalf of the Qatari Government client ASHGHAL to set a class leading benchmark in road construction safety performance by working with individual project Supervising Consultants and Contractors to establish a shift in safety thinking at the labour, supervisor and management levels. Leading technologies in traffic management were implemented to provide added safety for workers and motorists alike.
