As CPB Contractor's Operations Manager for Victoria, South Australia and Tasmania, Andy regards his role as facilitating successful project outcomes. This involves making sure his team has the right resources, systems and processes they need to succeed, as well as providing direction to address any resourcing issues and resolve any problems holding them back from reaching their potential. One of Andy’s most important skills is leading clients, stakeholders and the project team to think about commissioning from day one. The importance of this was driven home in his Joint Leadership Team (JLT) role on the $80m Coast to Coast Light Rail project in South Australia. He joined the project to find commissioning had not been thought through in the project’s early stages, leaving a skein of challenges to reach a successful completion. Andy stepped up, assuming the Testing and Commissioning Manager role where he was able to complete commissioning in just 30 days. The experience reinforced the importance of planning commissioning from the outset. Andy recently demonstrated the effectiveness of this approach on the Alliance Leadership Team (ALT) for the $1b Regional Rail Link – Footscray to Deer Park, where under his guidance exhaustive pre-planning for completion meant his team hit every single commissioning date.Andy brings further senior leadership experience as in his current roles on the ALT for the $480m Furlong, Main, Blackburn and Healtherdale Level Crossing Removal project as well as being the CPB Contractors’ Alternative ALT member for the $1.6b Caulfield – Dandenong Level Crossing Removal project. This level crossing experience means he understands LXRA’s priorities and has demonstrated his ability to meet them. Andy was also recently on the Project Management Team for a $1.1b Design and Construct project in Queensland, the Moreton Bay Rail Project, including 12.5km of new greenfields rail line with a brownfields tie-in into the existing network.

A complex brownfields rail and road infrastructure project to deliver 7.5km of new regional track and associated rail bridges, two road–rail grade separations at level crossings, one new station and three station upgrades. As the Rail Delivery Manager, Andy was responsible for the management and delivery of the track, overhead wiring and train control systems, including the testing and commissioning. He provided leadership and direction to a delivery team of over 50, ensuring safe delivery of the works to program, budget and to the required quality. To ensure of the successful delivery while minimising impact on the existing rail network, Andy maintained a close and open working relationship with the ARO Alliance partners. As a member of the AMT, Andy was responsible for setting and implementing delivery strategies and providing project governance. When Andy identified that some stakeholders were not fully involved in the push towards commissioning, he instigated a weekly commissioning meeting of the Rail Systems Alliance, MTM, RRLA, PTV and V/Line to discuss what the final commissionings would look like, including operational readiness. This meant at the end of the project there were no surprises, with the team achieving all commissioning dates.
