With over 37 years in Washington state government contracting, I provided primary consultation and oversaw the procurement processes for complex IT procurements including the acquisition of intellectual property and proprietary software. This required effective planning, leading, organization, and management of multiple and complex activities, involving multi-million dollar projects. My responsibilities included providing professional level support in the administration of contract services. This utilized my ability and knowledge in the development, negotiation, resolution, and termination of contracts, while working in a fast-paced environment with multi-disciplined experts in efforts to resolve contracting issues. I was also responsible for analyzing and implementing federal and state laws, rules, regulations, policies and procedures, including those promulgated by the OCIO, OFM, DES and the Federal Government that impacted procurements, contracts, and agency programs in efforts to increase efficiency, assess impacts and opportunities, and improve performance. I identified and developed new opportunities for improving efficiency of processes and designed and implemented those plans.
