Roles & ResponsibilitiesDeveloping Co. Procurement Policies & Procedures with Corporate System Administrator and intermittently revise accordingly in order to align with contemporary company's strategies.Maintain and make available the up to date Project Resources Cost Data (i.e. Materials, Plants, Labors and Subcontracts) to the Estimating Department and On-going Project Team in the proper manner and for knowledge leverage across the Co and its subsidiariesReview all available Client’s and internal Pre-Contract Documents to determine the outsourcing packages segmentation according to best practices in the local Oil & Gas Industry.Lead effort to maintain progressively Project Procurement Schedule included inquiries, response, evaluation, award, final agreed cost, and expected mobilization and delivery date.Supervise, monitor and ensure the complete process of ITB / RFQ are prepare and issue to the bidders according to the project procurement plan and schedule.Leads and prepare Commercial Bid Evaluation for received Quotes in conjunction with the Technical Bid Evaluation report according to preset evaluating criteria and Co procedures.Carry out the pre-award negotiation with the shortlisted Bidders to determine the final best contract prices, terms and condition, and obtain internal award approval for contractual award preparation and execution.Preparing Letter of intent to notify the relevant success bidder and be accountable for commercial content in conjunction with the technical specification and drawings, safeguarding that all clarification, negotiation and agreed terms and conditions are precisely revealed in the Legal Contractual Agreement.Contract and Vendors Performance Administration.Adhere to Project Procurement Procedures, maintenance of accurate procurement files, and audit accountabilityAttending in Monthly Project Review Meetings and ensure all procurement relevant reports are properly consolidated and make available for review.
