When digging into the ground and working around these services e.g. fire mains, gas mains and high voltage electricity, there are potential risks for both the individual and the airport. If these services are hit in what is termed a ‘service strike’, this can at worst case result in death for those working around the services or closure of the airport. The Service Protection process and the expertise which is available at Heathrow is a major part of mitigating this risk . During the design phase information and expertise is provided which enables programmes/ projects to understand the complexity of the underground services within the area they are proposing to work and the level of surveys required. This can help to identify risks early, alternative approaches can be explored and in many cases the risks can be reduced or eliminated.Prior to commencing work on site contractors apply for Service Clearance and at this point they are given the latest information about the services within the location which has been validated by service owners e.g. HhOpCo. They are also given details of any requirements that the service owners insist upon for working around the service e.g. those working within 3 metres of fuel mains require a fuel permit and supervision from a fuel engineer. This approach ensures that we meet our obligations under the Construction & Design Management and CAA Regulations. -
