Additional responsibilities include COO/SVP - Acciona Agua Corporation (USA); Board Secretary and Alternate Representative - American Water - Acciona Agua LLC; Chairman, Desalination Committee, WateReuse Association.

Responsible for new business development in strategic alternative water resource markets, including large-scale desalination and wastewater reclamation projects. Regulatory affairs responsibility includes federal and state public-private partnership legislation and tax-exempt financing initiatives. Led project team in opening CA desalination initiative with extensive siting and community outreach at existing power plants for municipal water sales. Project permitting/commercial contract development resulted in largest desalination procurement in North America. Initiated Texas water reclamation/industrial desalination program in greater Houston area. Siting and commercial agreements signed for a large-scale municipal potable desalination water supply project. Spearheaded Water Infrastructure Financing Coalition efforts to exempt public-purpose water partnerships from federal private activity bond caps.

Responsible for contract operations, design-build-operate, and build-own-operate market development and strategic business planning. Purview included business plan development for power and water utilities program with Lyonnaise companies, market evaluations, inter-company network development, and commercial contract negotiations.Led the successful bid preparation and contract negotiations for the nation’s largest wastewater partnership in metropolitan Milwaukee. Winning bid strategy included combined biosolids and power proposal. Successful in developing first IRS private letter ruling allowing pension portability for union employee transition to private sector. Developed first customer information services program under integrated water utility teaming arrangement deployed in winning large municipal water system privatization bid.

Responsible for project and asset management of gas-fired power and steam generation facilities in Argentina and Venezuela. Duties included operations plan review, turnkey-contractor negotiations, multi-lateral bank documentation preparation, and local partner relationship building.• Prepared successful bid with La Electricidad de Caracas for a $200 million 315 MW IPP for Petroleos de Venezuela. Managed fast-track construction, start-up, and joint development agreement process for high profile project – compressed development and EPC schedule produced savings of $50 million.Previuosly responsible for commercial/technical negotiations, site acquisition, environmental permitting, community relations, project management, engineering interface, and project finance due diligence.• Developed several coal-fired cogeneration facilities in Southside Virginia involving complex water storage and air permitting strategies.
