Information Warfare Enlisted Community Manager
CurrentBureau of Naval Personnel (BUPERS)Manages the Navy’s eight Information Warfare (IW) Enlisted Communities—including Cyber, Cryptologic, Intelligence, and Information Technology job fields—comprised of over 27,000 globally-dispersed Sailors.Oversees end strength, accessions and advancement planning, school-seat quota management, force shaping, and special/incentive pays for all Information Warfare enlisted communities. Program Manager for the Navy’s Selective Reenlistment Bonus (SRB) program including a $385M annual budget used to incentivize retention across the Navy’s enlisted workforce. Utilizes quantitative and qualitative analysis to forecast personnel retention behavior in order to maintain sufficient staffing levels across the Navy’s Fleet.Leads multiple Cross-Functional Teams focused on IWC enlisted matters with diverse stakeholders and community leads. Provides responses, both verbal briefings and written summaries, to House Armed Services Committee (HASC), Senate Armed Services Committee (SASC), and the Government Accountability Office (GAO) Requests for Information (RFIs) on the Navy’s cyberspace initiatives. Provides routine and time-sensitive briefs to diverse audiences, including senior Navy leadership, on a range of Information Warfare initiatives.Led the Navy’s efforts to meet the FY23 NDAA mandate to create a new enlisted cyber job field, the Cyber Warfare Technician (CWT) rating.Noted by the Director of Navy Community Management: "LCDR Thaxton is the 'Best of the Best!'"
