Mr. Horn has performed 6- and 9-month temporary appointments with the DWR since 2012. He has worked in the Geotechnical Services Branch as a hydrogeologist performing studies associated with Denver Basin and Lower South Platte groundwater levels, including high water table conditions in the Sterling and Gilcrest-LaSalle areas. Mr. Horn also performed Class II disposal well UIC evaluations, and evaluated / issued proposed well construction variances and Denver Basin well geophysical log waivers.

Much of Mr. Horn's work for ICF combined aspects of water resources management and environmental remediation for a Southern California municipality intent on developing a self sufficient and sustainable water supply by 2020. Activities included performing major field investigation using rotosonic drilling rig in a densely-populated urban setting.

Performed environmental field sampling, monitoring well installation and development for private industrial clients and for US DOE uranium enrichment plant. Learned environmental field investigation methods under stringent documentation and QA/QC requirements. Performed all phases of Underground Storage Tank (UST) assessment including UST removal oversight, designing UST Phase I investigations, overseeing installation and performing operation and maintenance of UST remedial systems including product removal systems.
