The FCC directs CSRIC VIII to explore the public safety benefits, technical feasibility, and cost of options for making Wi-Fi access points and/or unlicensed spectrum available to the public to facilitate access to 911 services. The ubiquitous nature of Wi-Fi access points suggests that, in the long term, various Wi-Fi solutions could be added to the “toolbox” of 911 connectivity options available to consumers, Public Safety Answering Points (PSAPs), and communications providers, and could complement the broader transition to an IP-based Next Generation 911 environment. The work group will examine a range of technical issues with the goal of promoting consensus in the Wi-Fi ecosystem to support reliable 911 services (voice and text) under normal conditions and when catastrophic events disrupt mobile service. The primary focus will be to examine and report on security issues including authentication and access control protocols, solutions to automatically activate Wi-Fi Calling on eligible mobile devices when necessary, automatically determining the 911 caller location and call routing issues, 911 call prioritization, identifying missing standards, and timelines and costs for implementing 911 over Wi-Fi solutions.

The FCC directs CSRIC VII to survey the current state of interoperability for the nation's 9-1-1 systems, including for legacy 911 networks, transitional 911 networks, and Next Generation 911 (NG911). The FCC further directs CSRIC VII to identify security risks in legacy 911 networks, transitional 911 networks, and NG911 networks and recommend best practices to mitigate risks in these three areas. In addition, CSRIC VII will place the vulnerabilities on a scale that accounts for both risk level and remediation expense.

The FCC directs CSRIC to recommend measures to improve both legacy 911 and NG911 systems, to include recommending ways in which the FCC may further the NG911 transition and enhance the reliability and effectiveness of NG911 through routing redundancy and maintenance and mitigate against the threat of outages to both legacy 911 and NG911 systems. The FCC also directs CSRIC to recommend actions the FCC could take to encourage the private sector to detect or deter threats to 911 before they reach the ESINet perimeter. The focus would be on identifying tools that are already available or not burdensome to implement, and on developing a set of best practices for carriers and 911 service providers. In addition, the FCC directs CSRIC to advise the FCC on small carrier issues related to NG911 implementation, including recommendations on how the FCC could address these issues.

Commander (President or Director equiv.) of a 115-soldier Information Operations (IO) General Support Battalion (equiv. to a small-medium sized business) providing Operations Security (OPSEC) Inspection, assessment, improvement recommendations and training, as well as Information Operations Effects/Assessment support and expertise to all levels of Command throughout the Army and Department of Defense. Managed all aspects of battalion readiness to include recruiting, retention, personnel management, training, development and mission support. Advise the supported headquarters commander on plans that support the supported unit mission, execute the plans, assess the plans and modify as required. Directed the development training standards, school management and Tactics, Techniques & Procedures to ensure Soldiers had the requisite collective and individual skills necessary to meet mission requirements. Coordinate mission support and training requirements with the Theater IO Group Commander and staff.

The primary senior staff officer for managing the execution and technical control of all Command and Control Communications and Computer (C4) systems for the Joint Special Operations Task Force - Horn of Africa (JSOTF-HOA) - literally ensuring communications capability from the "foxhole" to the White House! Adviser to the Commander for identifying C4 requirements in support of JSOTF-HOA concepts of operation and plans, reviews courses of action (COA) for support-ability and coordinates with other staff planners during COA development. Ensured adequate and effective C4 systems are available to support the Command & Control communications architecture and publishes communications plans and instructions to support assigned missions throughout the geographical Area of Responsibility.

Provided command and control of the Washington Army National Guard Officer Candidate School with the responsibility to plan, coordinate and conduct Leadership Development training and provide operational and administrative support in accordance with the US Army Officer Candidate School Course Management Plan. Ensured all staff met qualification/certification for their position and that all permanent and student personnel maintained common task qualification and readiness standards. Also, performed the duties of Senior Instructor and Senior Tactical Officer. Continually assessed the quality of the program, made improvements as required and maintained The Army School System accreditation standards. Trained and graduated over 50 Officer Candidates, maintaining less then a 20% attrition rate over a period of two years.

Day-shift Emergency Operations Officer following the attacks on 9/11. After a 5-month mobilization in support of Operation Noble Eagle, permanently assigned as the Contingency Plans and Operations Officer, managing the daily operations and personnel in the Joint Operations Center: managing current and near-future disaster/domestic contingency operations as well as planning for future known and/or potential disaster/domestic contingency operations. Managed the mobilization, deployment, redeployment and demobilization of Contingency Response Forces.
