Andrew M. Mintzer, forensic accountant, has served as an accounting standard setter four times over his 35+ year-career as a Certified Public Accountant (CPA). He leads forensic accounting investigations and testifies in matters involving technical accounting, auditing, and SEC-reporting issues and performs fraud investigations that cover a wide range of industries in the public, private and not-for-profit sectors. Certified Fraud Examiner (CFE). He also has international accounting and auditing expertise - Canadian Certified Professional Accountant. He started his career at Ernst & Young spending 17 years auditing public and privately-held companies and providing forensic services and litigation support. He is now a forensic accounting principal in the Los Angeles office of Hemming Morse, LLP. In addition to teaching professional standards to CPAs he has served as an instructor for the National Judicial College where he taught accounting, auditing and financial reporting to state and federal judges. As a standard setter: Mr. Mintzer was a member of the Auditing Standards Board (ASB) from 2008 through 2010. He was one of 19 people in the United States who voted on additions to and revisions of Generally Accepted Auditing Standards (GAAS). Mr. Mintzer was previously a member of the Accounting Standards Executive Committee (AcSEC) of the AICPA from 2001 through 2005. In that capacity he was one of 33 people in the United States who voted on additions to and revisions of Generally Accepted Accounting Principles (GAAP). Mr. Mintzer recently completed four years of service on the AICPA’s Professional Ethics Executive Committee where he was one of 20 people who may vote on revisions to the interpretations of the AICPA Code of Professional Conduct. In January 2019 he was appointed to the International Ethics Standard Board for Accountants and his appointment has been renewed to the maximum permitted term of six years.In 2021 he was elected to the Board of Directors of the American Institute of CPAs and the Association of International Certified Professional Accountants for a three-year term.He served as 2016-17 Chair of the California Society of Certified Public Accountants (Over 40,000 members).
