About Andrew Outram

Following retirement as Strategic Lead Director at T&T, I reestablished Pacific Partners to provide strategic consultancy advice in areas that interest me, to an array of local and national Clients and Consultants.I am an Adviser to the Court of Edinburgh Napier University for their Campus redevelopment and am on the Advisory Panel of Linen Hall Library Belfast for their new Political Collection facility. I have completed consultancy work for University of Glasgow, as well as T&T, providing project overviews but also leading in the preparation of training programmes. I am also a part time Business Advisor to HD Property Consultants to help with their strategic plans and general governance.I feel well suited in these advisory and non executive roles, given my industry experience. For example, at T&T, in addition to my other roles, I was responsible for business performance of the Glasgow and Belfast offices. A UK Project Management Board member from 2015, I stepped down in May 22 as part of my retirement strategy to concentrate on transition of the Scottish business to the new leadership team. I also represented Scotland on the UK Strategic Leads Group, which coordinated regional strategies across the UK until I retired.Prior to T&T, I was a part owner of Mackenzie Partnership, which had over 100 people across 6 offices. Amongst other things, my role included responsibility for the establishment and operation of our Belfast office, and our Dublin JV business.In 2021, I was appointed on a 3 year term in a Non Executive role as Chair of Built Environment - Smarter Transformation. BE-ST is a Scottish Government backed organisation focused on industry change, aimed at delivering a more inclusive, sustainable, and net zero industry. Chair duties included leadership and providing strategic direction for the Board, fulfilling governance and legal obligations, and ensuring attainment of BE-ST’s Infrastructure Investment Plan. In addition, as an ambassador to industry, I was responsible for promoting BE-ST’s values and encouraging change. My major national project experience includes for example, Project Director to City Legacy Consortium for the 2014 Commonwealth Games Athletes Village, Project Director for OVO Arena at the Scottish Event Campus, and Project Director for The Event Complex Aberdeen, (TECA). I have also undertaken delivery and Director roles of many commercial office developments, retail centres, and higher education facilities across Scotland, the UK and Europe, for example in Milan, Italy, I led a major retail outlet project.
