About Andrew Forde

International human rights law, governance and political affairs specialist with 20 years of progressively senior experience in the public service, non-governmental, international and national human rights structures, as well as in the private sector and academia.I am currently Assistant Professor of Law at Dublin City University with a focus on International Law and European Human Rights Law in particular. Author of 'European Human Rights Grey Zones: The Council of Europe and Areas of Conflict' Cambridge University Press (2024).I was appointed by the President of Ireland as a Commissioner on the Irish Human Rights and Equality Commission following an independent selection process ratified by the Oireachtas for a five year mandate from July 2023.Public policy experience centres on human rights, sustainable development and social economy with expertise in human rights, political and electoral processes in Europe and rights protection in contested territories/areas of limited statehood. Until August 2024 I was responsible for Ireland's rural regeneration schemes including the €1 billion Rural Regeneration and Development Fund, the Town & Village Renewal Scheme, the Local Improvement Scheme, as well as the Town Centre First Policy and National SuperValu TidyTowns Competition. Previously I led the development of Our Rural Future, Ireland's whole of government Rural Development Policy (2021 -2025) and Ireland’s first ever National Social Enterprise Policy (2019 - 2022) which aimed to make Ireland a more inclusive, prosperous and sustainable place for everyone. I was the Irish government's member of the European Commission Expert group on social economy and social enterprises (GECES).I have led teams and implemented human rights, rule of law and governance programmes in complex operating environments including Kosovo, Bosnia and Herzegovina, India and Dominican Republic.Other relevant experience :-Member of the Department of Foreign Affairs election observation roster. -Adjunct Lecturer at the Irish Centre for Human Rights.-Member of Irish Human Rights and Equality Commission's Research and Policy Committee-Former Director/board member of Ireland's human rights watchdog, the Irish Council for Civil Liberties (ICCL), and former member of the Research and Policy sub-committee. Awards/other:-Excellence in Public Service (Collaboration) Award 2023-JCI Ireland Outstanding Young Person of the Year (TOYP), 2015-Gaisce Gold Award holder-Civic Merit Award recipient-President's Award Leader-Fellow of the Royal Geographical Society (FRGS)
