In charge of environmental, design, and construction permits.

Member of the Management Team involved in a contract for the operation, maintenance, repair and Management of Puerto Rico Aqueduct and Sewer Authority (PRASA). Responsible for the supervision within the engineering, planning and construction area of project planning, design and environmental permitting activities. Member of a multidisciplinary team responsible for the development and implementation of a $200MM Capital Improvement Program for PRASA.

Manage the design and construction of water & wastewater projects including project management, inspection, scheduling, cost control and coordination. Evaluation and control of the projects’ construction documents such as bid documents, contract documents, change orders, submittals, certifications for payments and documents for start-up and closing. Coordinate meetings and solve issues with regulatory agencies such as US Corps of Engineers, US Fish and Wildlife Service, US Geological Survey, Department of Environmental and Natural Resources, and Rural Development.

General supervision of the manufacturing process. Evaluate product cost and prepare recommendations to impact reductions in materials, equipment down time reduction methods and labor. Develop alternatives for providing capacity & ensuring product quality compliance.

Participated in the development and revision of methods and time standards, time studies and line balance. Reviewed basic allowance to develop time standards using work sampling technique. Established new scrap standard using historical data.
