Manage and oversee staff leading VDOT’s NEPA studies involving complex and costly transportation studies linking planning, feasibility and project studies ensuring integration of each phase.Provide vision when project development challenges arise. Lead large and diverse project teams responsible for securing state and federal approval of NEPA location studies including Environmental Impact Statements and Environmental Assessments. Ensure the scope of issues to be addressed and the study objectives are defined before location studies are initiated. Document study development, deliverables and decisions. Establish, monitor and control project work plans, communication plans, costs and schedules. Review all location study products before deliverables are finalized. Review scoping documents, schedule documents, cost documents and NEPA documents. Ensure consistency in environmental document review. Support FHWA and Attorney General's staff in response to legal challenges. Manage agency coordination to ensure study success through Virginia’s NEPA/Section 404 merged process. Develop materials for, support, and lead presentations and other meetings with the Commonwealth Transportation Board, VDOT leadership, localities, agencies, and consultant teams.

Took on assignments related to coordination with government, and other VDOT representatives, reviewing consultant materials, or developing materials related to the NEPA document, public participation, and agency coordination. Participated in diverse project teams responsible for securing federal approval of NEPA location studies including Environmental Assessments (EA). Worked with the Location Studies Project Managers on their development of multi-alternative EAs and Environmental Impact Statements. Identified stakeholders, established and controlled all aspects of work plans to include communication, costs and schedule. Responsible for documentation and presenting the information to the public, high-level VDOT officials and appointed officials including the Commonwealth Transportation Board(CTB). Provided information for CTB location adoption and Federal Highway Administration approval of location or other relevant approvals.

Manage the Division's Environmental Memoranda initiative. Actively monitor and respond to federal and state notices for proposed rulemaking and other opportunities for comment. Track Division responses to Federal Register notices and requests for comments. Manage the use of the regulatory reform wish-list, maintaining an up-to-date repository on agency positions on streamlining opportunities. Track other legislative and regulatory developments on state and federal levels.

Cross-train in core business functions as part of the Core Development Program. Rotated through each section in the Environmental Division, the Attorney General's Office, Federal Highway Administration - Virginia Division, Chesterfield Residency, Richmond District, Location & Design Division, Infrastructure & Investment Division, Local Assistance Division, Structure & Bridge Division, and Transportation and Mobility Planning Division. I administered thirteen Environmental Division contracts and led negotiations for five on-call contracts for Air & Noise and Natural Resources. I reviewed the VDOT MS4 Individual Permit and assisted in editing the MS4 Program Plan. I assisted in fieldwork, including mussel surveys, shovel tests, and vegetation monitoring of mitigation sites. I coordinated solutions to citizen-submitted work orders in Chesterfield Residency and contacted them directly regarding the status of their concerns. I reviewed multiple EAs and assisted the FHWA Environment and Planning Team Leader in providing comment to VDOT staff. I scored project submissions for the Transportation Alternatives Program and assisted with the 2017 Local Programs Workshop. Throughout the duration of the Core Development Program, I also maintained duties in Environmental Division, including coordinating the Division Environmental Memoranda initiative, reporting agreements, serving as the division liaison for the General Assembly, and leading an effort to update all of the division's special provisions.

Analyze breaking and existing environmental law, regulation, bills, proposed rules, and guidance and determine impacts on VDOT operations. Comment on bills and proposed rules in accordance with VDOT review procedures established by Governance and Legislative Affairs. Work to develop the most streamlined procedures to implement laws and regulations. Serve as liaison to the General Assembly and track legislation. Draft guiding templates for division comments on Notices of Proposed Rulemaking (NPRMs) and for division memoranda. Coordinate with environmental division program managers to identify and develop division memoranda and other documents. Support division effort on agency governance document project.

Developed fact sheets on corporate giving history, alumni connections, and programming. Conducted archival research, utilizing foundation records, Swem Library Special Collections, and the Library of Virginia to gather information for 100 Years of Women at William & Mary, to be celebrated in 2018. Updated annotated list of proposals in recent fiscal years. Assisted in editing grant proposals. Developed and implemented business rules and methods for maintaining the database of alumni/corporate/foundation records in SunGard Advance. Spearheaded reorganization of the Corporate Employer Relations Council to meet the needs of members and coordinate a new focus on data integrity.

Coordinated marketing for speaker events, including creation of flyers, distribution to email, printing, and ensuring notices were given to community-wide email subscriptions. Consulted and consolidated numerous resources to create a comprehensive guide to managing student employment for administrators at the College.

Renovated the Career Center Employers website in order to unify employer engagement at the College through recruitment, giving, and other engagement opportunities. Coordinated a multi-department committee to research and update corporate, employer, and alumni records. Researched and mapped alumni employment with the College’s top corporate and employer targets.

Reviewed articles submitted to the Policy Review database and established contact with authors and peer reviewers. Supervised Submissions Council for in-depth review of submitted articles and developed call for submissions letter sent to over 200 academic programs. Managed the receipt of documents governing the publishing of articles in the Policy Review.

Worked with fellow students and staff at the College to plan and host a Future Energy Panel, during which energy industry practitioners addressed the policies, business models, regulatory environment, and environmental considerations for the future of the U.S. energy industry.

Researched and identified approaches to projecting industrial sector emissions. Analyzed National Emissions Inventory to pinpoint sources with high levels of uncontrolled emissions. Compiled national summaries for criteria air pollutants by Emissions Inventory sectors for years 2002 through 2011.

As a research and teaching assistant in the Government Department, I conducted research on third party politics and polling data from national elections. I assisted a Political Polling and Analysis class with surveys for elections in 2013.
