Aeronautical Information Systems (AIS) Senior Advisor and Project Lead for the Marcos Costilla Aviation Consulting Group (MCACG).While working with MCACG in Iraq:• Developed an Aeronautical Information System (AIS) Needs Assessment for the Iraqi region.• Established an AIS multi-year vision document using a phased-in approach to deploying parts of the AIS system leading to a fully mature AIS organization while integrating it into a developing Air Traffic System.• Created Requirements for each of the five AIS sections and databases leading to a full integrated AIS system that meets the ICAO Standards and Recommended Practices (SARPs).• Tailored the ICAO AIS System to the needs of the region while maintaining the ICAO SARPs.• Composed an AIS organizational structure tailored to the specific needs of the region.• Realized a road map for the development and maturity of an AIS organization and a fully functional AIS system integrated into the ATM system.• Consulted on the Iraqi Aviation Law that is being developed for presentation to the Iraqi Parliament for implementation. The law is being developed to meet ICAO SARPs, regional, and religious needs.• The development of the AIS System and organization required daily meetings with the Senior Air Traffic Management Advisor, who in parallel with the AIS organization was developing the regional Air Traffic Management System. Both of these systems need to be seamlessly integrated using Aeronautical Information Management in order to provide a safe and secure International Air Navigation Services.

I was the NASA Representative in Central America on the Space Shuttle Re-entry Program (HYTHIRM) including STS-128, 131, 132, 133, & STS-134, coordinating with Mexico & Central America’s Civil Aviation Authorities. Assisting Albuquerque ARTCC with airspace redesign of LAS, PHX, TUS, & Los Angeles ARTCC airspac. Assisted Houston ARTCC in the redesign of the Gulf airspaces to reduce endemic delays and denial of ATC Services while laying the foundation for ADS-B and RNP/RNAV deployment across the Gulf of Mexico. I was the National Air Traffic lead in assisting Technical Operations in re-designing the Strategic NAVAID Outage software to provide all aviation stakeholders an outlook product for planned NAS outages to reduce system delays. I instruct, when asked by the Airports Division part of the CFR Part 139 Certification Course. I work with the International Telecommunications program office and AIM Publication on projects pertaining to Mexico and the USA. Helped develop the LOA between Space-X, ZLA, MZT, & ZOA for spacecraft reentry and recovery.

Second year.My AFSS Operations background as well as my business graduate work afforded the opportunity to assist in establishing the Office of Quality Assurance and Safety (QAS) for the Flight Service line-of-business. As a lead in the QAS Office, I established the roles and responsibilities of the Quality Assurance Evaluators (QAE) as well as those of the Senior Safety Engineer. The QAE’s primary functions are to monitor contractual requirements, provide trend analysis and performance measure forecast thus ensuring contract compliance, safety of the National Airspace System, and government oversight. I was the lead in the design and structure of the Quality Assurance Surveillance Plan (QASP). The QASP functions as the procedures manual for assessing the 21 Performance Measures, as well as, contractual compliance and verification, which must be met by Lockheed Martin, the new service provider. I was the lead in the design and development of the Quality Performance Management System (QPMS) for both hardware & software. The QPMS is the repository database for all performance measures. The QPMS is the main decision tool to award monies and perform trend and statistical analysis on the services of the Lockheed Martin contract.Accomplishments: Established the job description and roles and responsibilities of the new QAE’s and the Senior Safety Engineers; Developed the budgets for FY 2006 and FY 2007 for the Office of Quality Assurance and Safety; Designed the inspection schedule to be implemented in the oversight of the FSS Contract; Developed the the hardware and software that is used to measure compliance; Team Lead in designing the methods of measure and statistical sampling for inclusion in the QASP; Lead developer in the software data-points that will be used in the forecasting and trend analysis for the delivery of the service to the customer. Designed, established, and instructed the training requirements for the certification of the QAE’s.

First year of a two year detail with Washington DC headquarters' ATO-Flight Services:The position required that I have an in-depth knowledge and be the contract expert on the Screening Information Request (SIR), which is the contract for the AFSS A-76 Competition. As Transition Team Leader, my duties consisted of assisting all departments within ATO-D in preparing the required tools, oversight processes, and business efficiencies to administer the new AFSS contract with Lockheed Martin. A primary duty consisted of identifying unnoticed risk factors, designing mitigation strategies, and implementing best business practices for the mitigation solution. As the expert on the A-76 Performance Work Statement, I provided an in-depth comparative analysis of Residual Activities and services that were to be provided in accordance with the SIR. I provided the FAA legal team with documents, responses, and strategies to be used in legal proceedings during the A-76 competition.Accomplishments: Researched and assisted in establishing the roles and responsibilities of the Board of Performance and Cost Review; Analyzed and identified discrepancies in the NAATS Union Contract dealing with career transition time limits which were ultimately renegotiated. Established the job skills for the Quality Assurance Evaluator (QAE) Position and the Senior Safety Engineer (SSE). Assessed and redesigned the Contracting Officer Technical Representative (COTR) course-which became the preliminary training course in the certification of the QAE’s. Lead in developing and designing the specifications of the hardware, software, and server to maintain the database of information required of the Flight Service-Lockheed Martin contract for statistical analysis, review, and payouts.

Overseeing of branch budget, FAR Part 150 Airport Noise Studies, and National Environmental Protection Agency Studies. Assisted individual team members in career planning. Directed branch resources to provide the most effective work possible.Accomplishments: I arranged a more efficient work environment for the staff which increased efficiencies; Researched and completed a staff study that would realign division resources to better serve the new headquarters ATO organization. Developed and delivered a presentation of the FAR Part 77 (in both American and Metric standards) to a Japanese delegation and discussed differences and similarities between Japan and the United States’ airspace. Completed three aeronautical studies on renewable energies in the Nantucket, MA Sound area and presented the studies to the Army Corp of Engineers for inclusion on an Environmental Assessment.

From 04/2001 to 08/2004: Lead Obstruction Evaluation Specialist/ Operations Specialist.Duties consisted of evaluation and analysis of objects that affect navigable airspace and safety of flight. • Lead evaluator & Project Manager on the South Boston Waterfront Projects. • Lead evaluator on windmill studies and renewable energies. • New England Region Program Lead and subject matter expert on Aeronautical Studies relating to Lasers, Rockets, Balloons and Fireworks.From 08/1995 to 04/2001: Regional Staff Specialist.Duties consisted of evaluation of Operational Hardware and Software for Flight Services; Evaluation of Document Change Proposals and National Change Proposals for both Automated Flight Service Stations and the Boston Air Route Traffic Control Center. Validated Terminal Airspace Obstruction Video Maps; and performed the annual En Route Sector Validation for the Boston Air Route Traffic Control Center. Air Route Traffic Control Center Automated Contingency Tool (ACT). Subject Matter Expert in LASER and Optics Research and Development.

Duties and responsibilities included being Front-Line Manager for up to 25 Air Traffic Control Specialist. Performed Strategic and Tactical Management of Operational Priorities on a daily and long term basis. Responsible for oversight of facilities resources.
