As a lead in the QAS Office, I established the roles and responsibilities of the Quality Assurance Evaluators (QAE) as well as those of the Senior Safety Engineer. The QAE’s primary functions are to monitor contractual requirements, provide trend analysis and performance measure forecast thus ensuring contract compliance, safety of the National Airspace System, and government oversight. I was the lead in the design and structure of the Quality Assurance Surveillance Plan (QASP). The QASP functions as the procedures manual for assessing the 21 Performance Measures, as well as, contractual compliance and verification, which must be met by Lockheed Martin, the new service provider. I was the lead in the design and development of the Quality Performance Management System (QPMS) for both hardware & software. The QPMS is the repository database for all performance measures. The QPMS is the main decision tool to award monies and perform trend and statistical analysis on the services of the Lockheed Martin contract.Accomplishments: Established the job description and roles and responsibilities of the new QAE’s and the Senior Safety Engineers; Developed the budgets for FY 2006 and FY 2007 for the Office of Quality Assurance and Safety; Designed the inspection schedule to be implemented in the oversight of the FSS Contract; Developed the the hardware and software that is used to measure compliance; Team Lead in designing the methods of measure and statistical sampling for inclusion in the QASP; Lead developer in the software data-points that will be used in the forecasting and trend analysis for the delivery of the service to the customer. A primary duty consisted of identifying unnoticed risk factors, designing mitigation strategies, and implementing best business practices for the mitigation solution. As the expert on the A-76 Performance Work Statement, I provided an in-depth comparative analysis of Residual Activities and services that were to be provided in accordance with the SIR. I provided the FAA legal team with documents, responses, and strategies to be used in legal proceedings during the A-76 competition.Accomplishments: Researched and assisted in establishing the roles and responsibilities of the Board of Performance and Cost Review; Analyzed and identified discrepancies in the NAATS Union Contract dealing with career transition time limits which were ultimately renegotiated. Established the job skills for the Quality Assurance Evaluator (QAE) Position and the Senior Safety Engineer (SSE). Assessed and redesigned the Contracting Officer Technical Representative (COTR) course-which became the preliminary training course in the certification of the QAE’s. Lead in developing and designing the specifications of the hardware, software, and server to maintain the database of information required of the Flight Service-Lockheed Martin contract for statistical analysis, review, and payouts.
