Dr. Gutierrez is an experienced senior professional and Engineer with a strong interdisciplinary background in physical and social sciences. She is a lead scientist in the U.S. National Oceanic and Atmospheric Administration (NOAA) with a demonstrated leadership and management history in government and multilateral sectors. Gutierrez is recognized for her outstanding contributions to designing and executing strategies within the Intergovernmental Group on Earth Observations (GEO) Global Water Sustainability Initiative - GEOGloWS, within the regional GEO in the Americas, AmeriGEO, and is the U.S. and GEO representative to the WMO Expert Team on Operational Hydrological Prediction Systems (ET-OHPS). Dr. Gutierrez has shown exceptional vision, serving as a global ambassador on behalf of the U.S. for open data sharing and guiding scientific and international collaboration. In 2022, Dr. Gutierrez received the NOAA Administrator’s Award” for exemplary international leadership advancing the application of Earth Observation data to global and regional water sustainability challenges. In 2022, Dr. Gutierrez led the AmeriGEO response to the "El Callao" Oil spill in Peru, engaging multiple international organizations who provided surveillance and technical support to the government of Peru during the contingency. In 2020, Dr. Gutierrez demonstrated superior international leadership by leading the negotiation of a Memorandum of Agreement between the U.S. Geological Survey and the Peruvian National Commission for Aerospace Research and Development. In 2019, Gutierrez spearheaded GEO collaboration with UN GGIM-Americas, and other regional organizations to bring together critical competencies in policy, science, data, and technology. She is a member of the Ambassador's Water Experts Program (AWEP), a program supporting the U.S. President's Global Water Strategy. In 2019 under AWEP, Gutierrez provided an assessment and recommendations to the Colombian government to address the environmental impact generated by the emergency during the construction of the Ituango Hydroelectric. In 2019, GEO and its members recognized Dr. Gutierrez's passion, dedication, and perseverance by honoring her with the 2019 GEO Individual Excellence Award.Earlier in her career, Dr. Gutierrez conducted mathematical modeling at the U.S. Environmental Protection Agency (EPA) - Chesapeake Bay Office. She holds a Ph.D. in Environmental and Civil Engineering from the University of Maryland and a Masters in Public Policy and Technology from Stonybrook University.
