Served as a fellow of the US Department of Veterans Affairs Congressional Fellowship Program. Assisted Member in developing a legislative agenda to define his position on veterans, marijuana, housing, Native Americans, and natural resources policy issues. Researched, interpreted and drafted new legislation that improves policy and funding for Veteran programs and services, and other policy areas within portfolio.Drafted written correspondence on behalf of the Member, including responses to constituent letters and emails, letters to VA, Member remarks for bills considered for committee markup and House floor vote, and formal requests for information.Worked on key legislation signed into law during the 115th Congress that improved veterans services related mental health services, healthcare, veteran treatment courts, and women healthcare services.

Engaged in program management activities that identified ways to effectively structure, monitor and achieve project/program success for 6 VBA business lines (i.e. education, housing, insurance, compensation, fiduciary and vocational rehabilitation education). Team lead for 10 program analysts (13/14s) providing assignment and daily oversight of projects and tasks.• Performed multi-year strategic planning, resource planning and analysis of VBA programs for long and short-range resource forecasting. Developed VBA FY19-23 Planning and Programming Guidance for Principal Deputy Under Secretary signature to capture five-year resource needs (staffing, funding, equipment, and IT) from VBA offices.• Led team of analysts in developing strategic operating plans for VBA programs.• Served as Contracting Officer Representative and administered $870K contract. Co-led the execution and oversight of the Equal Opportunity and Diversity Programs. Responsible for developing the Marine Corps Diversity Strategic Plan. Developed and implemented policies and initiatives to increase minority, to include women, representation in the senior ranks of the Marine Corps.• Directed the administrative work for 5 project managers. Returned to Active Duty to offset a personnel shortage that resulted after the deployment of Marines to Afghanistan following 9/11. Brought on to complete the stalled audit of the Graduate Education Program.• Audited principal databases to validate the specialized experience and educational requirements for advanced technical staffing positions. Identified staffing and budgetary discrepancies.• Conducted cost benefit analysis and recommended operational proposals that maximized work efficiencies and reduced Title X military payroll expenses.• Served as the Senior Administrator for annual military promotion board. Supervised 2 assistants.• Enhanced the workflow of 21 board members by developing an improved management system to track the evaluation of 4,700+ personnel records and resolve 1,300 personnel record discrepancies prior to the 10-week period deadline.

Directed the activities of the Supply Department (i.e., procurement, budget formulation/execution, and inventory management). Accomplished the transfer of automated records and physical inventory ahead of schedule despite system challenges.• Oversaw the implementation of SABRS II (budget) and ATLASS II+ (inventory) systems.
