Leading the Natural Resource Canada's strategic policy development, and transforming the departments consultation, engagement and relationship with Indigenous peoples, communities, & Nations.

Lead a four team in the re-initiated Phase III consultation process with Indigenous Groups on the TransMountain expansion project.

Serving as lead for large and diverse company projects;Developing local, regional and national network, to build and enhance relationships; Managing finances, budgets and audits for organizations;Managing staff and sub-contractors; Managing cash flow for multi-million dollar organizational projects; Developing over 30 strategic plans, operations plans, implementation frameworks and organizational action plans for clients in the not-for-profit, government and Health sectors;Developing Indigenous Human Resource frameworks for National Health Organizations;Evaluating national and provincial Indigenous Health Programs in order to determine changes in health outcomes; Facilitating the development of politically sensitive tripartite agreements between Federal, Provincial and Indigenous Governments; and Conducting environmental scans, literature reviews and qualitative research reviews on national and provincial social service programming.

• Providing support to the Minister by providing information and advice on all matters related to administration and finance, including the Northern Affairs Fund;• Providing executive leadership and operational direction for the development of programs and policies, the implementation of departmental programs, and the collaboration and coordination across government with departments and agencies;• Advocating for the development of good relations and partnerships with the federal government; Municipalities, and the private sector; • Chairing the Departmental Executive Committee; • Providing executive leadership to all community and regional planning and development projects, including land use planning, community revitalization and economic development, transit oriented development, and related matters; • Providing executive leadership to all matters of concern to municipal government, including information systems, the Manitoba Water Services Board, community assistance, infrastructure grants, and financial assistance to Municipalities; • Overseeing the Taxicab Board, which administers a system of economic regulation and standards and enforces regulation or policies in the best interest of public, passenger and driver safety; • Performing the duties of the Minister in his absence, and in this capacity, working in collaboration with the Minister to achieve the mission of the Department.

• Responsible for The Northern Affairs Act, The Planning Act (Part 9), and The Path to Reconciliation Act;• Provided Leadership direction, advice and strategic vision to the Province of Manitoba’s Indigenous Relations strategy. Lead on Indigenous policy and program issues, provides timely, practical and effective advice on all aspects of Indigenous issues as they relate to the Manitoba government, and ensures that Manitoba meets its legal and constitutional responsibilities to consult with First Nations and Indigenous communities before making decisions that might affect the exercise of Treaty or Aboriginal rights; • Providing executive leadership on matters related to policy and program development, and the implementation and the delivery of municipal services and infrastructure in the unorganized territory of northern Manitoba; • Provide Leadership, oversight and direction to the Local Government Development Branch comprised of the Northern Region, the North Central Region and the Program Planning and Development Branch; • Providing support to the Minister by providing information and advice on all matters related to Indigenous policy directives, programs administration and finance, including the Northern Affairs Fund;• Providing executive leadership and operational direction for the development of programs and policies, the implementation of departmental programs, and the collaboration and coordination across government with departments and agencies;• Advocating for the development of good relations and partnerships with the federal government; Indigenous communities and organizations, as well as the private sector; • Chairing the Departmental Executive Committee; • Worked in collaboration with the Minister to achieve the mission of the Department.

Providing overall accountability for the $1.162 billion dollar Family Services budget. This represents the third highest expenditure budget in the Manitoba Government, and has by far the most complex fiscal expenditures in the Province, utilizing over 70 different system applications, supporting over 30 different funding models and utilizing over 400 direct service providers;Directing the application and implementation of LEAN principles to reduce the number of layers and distances in operational and financial decision-making and to eliminate any duplication of efforts that exist within the financial management activities of the Department;The ADM overseeing the allocation of funding to agencies that deliver services to the most vulnerable Manitobans, by ensuring that appropriate funding methodologies and models are developed, and that an equitable allocation of resources based on the highest priorities of government; Leading the Department’s efforts in focusing on strategic management and planning, in order to identify trends within the Department and forecast their future impacts; to develop a comprehensive forward view of the financial needs of the Department; Leading the implementation of The Poverty Reduction Strategy Act, including consultation, performance reporting, and poverty-related budget requirements, providing support to advisory bodies, including the All Aboard Committee, All Aboard Deputy Ministers’ Committee, All Aboard Interdepartmental Working Group and the Roundtable on Community Action against Child Poverty and Food Insecurity; andDirecting and managing 64 employees that support the Department’s financial and administrative requirements including Information Technology, Project Management and Financial Management and administering the Non Profit Organization (Reducing Red Tape) Initiative, and supporting the Minister’s Roundtable on Community Action Against Child Hunger.

Directing and managing the planning, development and administration of all educational awareness programming include budget allocations, audits, program implementation, policy development and program evaluations;Developing and presenting briefing notes to senior members of the federal government; Supporting the evaluation of healing projects including financial monitoring, program evaluations and yearly reviews; Evaluating on and off reserve projects; Providing policy recommendations to senior management; Negotiating funding contribution agreements;Monitoring over 100 national AHF funded projects with budgets totaling in excess of $10 million; Conducting financial on-site audits on AHF funded projects;Evaluating project proposal and provided funding recommendations to the AHF Board of Directors;Providing oversight for projects that were in distressed situations and supported the developed of an action plan to meet financial requirements;Representing the foundation at meetings, conferences, committees and working groups related to communications activities;Developing ideas and identifying opportunities for feature articles, interviews, presentations, and other public relations activities to promote awareness of the Foundation; andPreparing reports and policy recommendations for the AHF Board of Directors.

Monitoring and providing support for economic development and health related projects to Aboriginal communities in Manitoba;Providing advice to Aboriginal Business Banking clients with regard to day-to-day banking, government lending programs and risk management strategies; Evaluating business plans based on established banking criteria; andProviding financial support to RBC clients and supported loan applications of up to $5 million.
