Directly manage the design and implementation for the company’s special projects such as the Targeted Communities and energy storage pilot programs. Oversee a suite of energy consulting firms that assist the planning and implementation of programs by developing requests for proposals (RFPs) and associated scope of work detailing deliverables, metrics and tasks; manage the competitive bid process including negotiations, contracting, project schedule, and supporting budget. Establish and implement business objectives, plans, strategies, and budgets. Development of internal and external reports. Support the company in responding to potential legislation by drafting strategic responses and stances. Provide the framework needed to adhere to formal rulemaking as well as represent the company in related stakeholder meetings. Responsible for the identification, creation, modification, quantification, and valuation of EE, RE, and DER programs/opportunities needed by Program Managers to implement such programs. Provide technical analysis and cost/benefit analysis for new/existing programs, maintaining relevant program performance, changing market conditions, advancing codes and standards, commission orders, and tariffs. Serves as a company liaison externally to such organizations as state and local officials, stakeholders, the Northwest Power and Conservation Council, Regional Technical Forum, Northwest Energy Efficiency Alliance, and Energy Trust of Oregon.

Managed program goals, metrics, compliance and finances for seven federal-level energy programs. Oversaw 160 state-level energy projects and directly conducted technical management and field monitoring for institutions of higher education.
