I am currently the Team Leader for the provision of Technical Assistance to the Government of Malawi and, specifically, the Department of National Unity to successfully implement the National Civic Education Policy so as to inspire and empower citizens to effectively participate in the promotion of good governance and socio-economic transformation.Until 21 October 2022, I was the Team Leader of the Technical Assistance Team for the European Union €60 Million Justice and Accountability Reform Budget Support Programme to the Government of Uganda. I led a team of four other Experts working around the Extractive Industries Transparency Initiative (EITI); support to the Accountability Sector and Justice, Law & Order Sector (JLOS); support to Case Management in JLOS; and Access to Justice and Human Rights.Since 1994, I have committed my professional career, to advancing the Rule of Law. My work has diversified significantly, while nevertheless being rooted in human rights and good governance. I have demonstrable expertise in conducting independent evaluations specialising in the DAC Criteria and EU evaluation norms and standards, including DG INTPA evaluation methodology; strategic thinking & planning; curriculum development and building capacity; and all aspects of Corporate Social Responsibility including social baseline studies, social impact and opportunity assessments, perception studies and corporate human rights impact assessments.Other notable assignments include Evaluation of the EU’s Access to Justice Project in Punjab, Pakistan; Evaluation of EU Supported Provincial Parliament (SUBAI) Project in Pakistan; developing a Certification Course on Conflict Resolution and Peace Building (UNDP & IPCS at the University of Peshawar, Pakistan); Development of a National Paralegal Manual for Pakistan & a Certificate Course on Community Paralegal Development (UNDP & the University of Malakand); Diagnostic Study of the Legislature in Uganda in preparation for the next National Development Plan; Conducting a Corporate Human Rights Impact Assessment, Social Baseline Study, and Social Impact and Opportunity Assessment in the extractive industry; Developing a Legal Aid Policy and Bill for Swaziland (UNDP & the High Court of Swaziland); developing a 5-year transformative strategy for the Judicature of Swaziland (UNDP & Office of the Chief Justice).
