The Head of Transport provides strategic direction and ensures a cohesive approach is taken by Major Projects, Transport Planning and Transport Operations Teams. Major Transport Project team supports the State's $3 billion "Big Build" of major road and rail projects across Casey. The team coordinates Council's involvement in the planning, delivery and construction of these projects over the next 2 to 3 years and have a key role in advocating to ensure these projects delivery maximum community benefit and integrate effectively with Council infrastructure. Transport Planning team develops and delivers key transport strategies, policies and guidelines in the City. The team leads evidence-based planning for transport and input into development and implementation of PSPs, placemaking and revitalisation. Leads capital works planning for transport projects such as New and Improved Roads and Unsealed Road programs. Advocate for major transport infrastructure and services and apply for grant funding through the State and Federal Government. Transport Operations team responds to traffic safety, parking management, and public lighting issues raised by the community. The key responsibilities include implementing parking management measures addressing broader parking issues around schools, activity centres, train stations etc. The team monitors the local road network for road safety and traffic initiatives as well as prioritising projects and funding under the Capital Works Program. Also manages Council's public lighting operation budget, as well as managing or responding to a range of requests for new or renewal works within the public lighting network.

The core purpose is to assist the City & Asset Planning manager, lead and coordinate operational responses for traffic, parking, public lighting & drainage matters, and achieve the capital works program objectives within adopted timeframes. Oversee processing of 6000+ Legal Point of Discharge applications per annum, shared cost fencing contributions and Dial before you Dig contracts. • Supervise a team of seven (7) permanent staff members and additional contractors depending on workload. Key achievements• Currently leading the bulk conversion of decorative MV streetlights to LED lights, phase 1- inventory audit and business case development. • Active participation in process mapping and innovation bootcamp initiatives. Promapp completed, and being used with great feedback from new staff. • Greater involvement with Major Transport (Road and Rail) Project assessments, negotiations, problem solving and decision making since mid-2019.

The purpose of this position was to assist the Transport department manager and was responsible for contributing to the safe and efficient operation of Council’s transport network. Key responsibilities• Lead and coordinate transport network operational responses covering a range of matters including road safety, parking controls, local area traffic management, pedestrian facilities, public lighting, and capital works program development. • Support, train, supervise and guide four (4) staff in the Traffic Operations unit to achieve individual, department and corporate objectives. • Contribute to the development of Organisational strategic and business plans for the achievement of financial, quality management and customer service targets. The purpose of this role was to actively participate in the development of procedures, policies, guidelines and standards for planning, implementation, and monitoring of traffic management measures, ensure the delivery of traffic services to meet customer needs & corporate KPIs and achieve the goals & objectives of relevant components of CWP.
