URBAN POVERTY AND ENVIRONMENT PROGRAM, OTTAWA, CANADA. Based in the IDRC headquarters in Ottawa, worked on behalf of the Urban Poverty and Environment Program, managing development oriented research grants on urban issues such as services provision, local government capacity building, and mitigation of environmental vulnerability in the poorest communities. This position involved mentoring and monitoring of development research grants provided to international and local organizations, universities, governments and community groups and the evaluation of grant objectives and performance indicators. As IDRC places a high value on evaluation, providing and receiving training in the latest evaluation techniques was part of the core responsibilities. Extensive travel to Latin America and South East Asia were integral to this position. At a program level within IDRC, worked on developing IDRC’s water sector niche and programming policy. My portfolio of projects focused on Honduras, Bolivia, Ghana, Senegal and Indonesia on decentralized models for sanitation and solid waste management with a strong focus on informed choice and local capacity building. At the global level, worked with the World Health Organization developing guidelines for wastewater reuse for agriculture in water-scarce regions.

Based in Washington DC, coordinated the original Global Public Private Partnership for Handwashing (PPPHW) in its infancy, involving oversight of two pilots in Ghana and in India and a two month implementation and monitoring mission to Ghana. Authored a guideline paper on public private partnerships in the health sector in collaboration with the London School of Hygiene and Tropical Medicine (published by the World Bank). Other duties included coordination and backstopping of a knowledge management thematic group on Rural Water and Sanitation. June 2002 – November 2002 EAST TIMOR PROGRAM , OXFAM COMMUNITY AID ABROADDISTRICT TEAM LEADER, LIQUICA, EAST TIMOR Managed a district office in East Timor to carry out two internationally funded water supply and sanitation projects - a primary school environmental health project (ECHO) and a community water supply system project (ADB). The projects comprised the design and construction of small-scale water systems in collaboration with communities, school latrines and the implementation of a health education program. The position required the supervision of 40 local staff, one expatriate staff and collaboration/training of a local NGO (HTO).

Contributing to the development of advocacy, knowledge management and training materials in Latin America and the Caribbean to promote strengthening of national health sectors’ disaster-preparedness. Was part of a team of trainers in a computerized supply management system (SUMA). Was involved a two-month mission in Costa Rica and several others within the Caribbean and South America to provide training on a variety of information and knowledge management tools.
