I was IPART’s Chief Operating Officer (COO) and Executive Director of the Strategy and Economic Analysis (SEA) team. As the Executive Director of SEA I provided strategic advice to the Tribunal and industry teams about cross-sectoral and complicated issues. I ensured that IPART’s decisions are transparent and predictable and that the quality of IPART's output was high. Further, I ensured that IPART undertook best practice in its analysis and processes. This involved managing specialists undertaking detailed, high quality analysis and writing and providing advice on the most effective consultation strategies.As the COO I led the finance, IT, HR, risk & audit and procurement functions. This role involved providing strategic advice across the Corporate Services team to provide efficient and effective services through business partnering with our industry teams. I was responsible for the communications function, focussing on the quality of our documents, media releases and other visual material. After successfully seeking an exemption from the NSW Government’s branding guidelines, I was responsible for IPART’s visual identity to support our independence.I worked closely with the Tribunal members – the statutory appointed decision-makers – to support them in their decision-making and I was responsible for providing support for any speeches or other requirements. On occasion, I made decisions under delegation form the Tribunal. I was also a member of the executive leadership team, providing strategic leadership to the organisation.

For a substantial amount of time I was in charge of the energy team, regulating the electricity networks (while they were regulated by IPART) and also the retail price of electricity for customers who remained on a regulated tariff. My role involved: developing and managing work programs to deliver relevant, quality and timely recommendations to the Tribunal leading and managing the team to undertake appropriate investigations, critically assessing options, and developing comprehensive, high quality, well-reasoned arguments writing and co-ordinating public reports and legal determinations co-ordinating and facilitating external stakeholder on complex issues liaising with governments and inter-jurisdictional regulators.
