My expertise is in managing and quality assuring impact evaluations and grants that fund impact evaluations. I also have experience working on formative research--landscape analyses of evidence and gaps, assessing roadblocks and challenges to inform the design of a project or intervention. Stata is the statistical software I most often use, and I have a strong background in quantitative analysis, including analysis of randomized control trials, and the use of quasi-experimental methods such as propensity score matching, ANCOVA, instrumental variables, regression discontinuity design, and natural experiments. I am also familiar with survey design, and use of qualitative data.

Directed four HIV and AIDS grant making programs valued at over $36 million, for over 20 impact evaluations of HIV programs, funded by the Bill and Melinda Gates Foundation. Grants covered programs for HIV self-testing, integration of HIV services with other health services, innovations in demand creation for voluntary medical male circumcision, and HIV treatment as prevention. Grants generally ranged in size from $76K to $450K. The program on treatment as prevention includes two grants totaling over $24 million. In addition, lead an implementation research grant project in partnership with the Society for Implementation Science in Nutrition (SISN) that aims to improve iron and folic acid uptake through antenatal care and reduce maternal anemia within the larger anemia control program and nutrition strategy. Provided quality assurance for an impact evaluation on conditional cash transfers for immunization. Contribute to business development and proposal writing. Provide office leadership.

Short term consultant on various projects related to health systems improvement, primary health care, and contracting with the private/NGO sector for health services.-Provided technical assistance to the government of Senegal developing a proposal for results-based financing. -Provided technical assistance on a facility survey on the quality of care in Pakistan.-Provided technical assistance to the government of Pakistan in the implementation and monitoring and evaluation of Pakistan’s President’s Primary Health Care Initiative (PPHCI) to improve basic health services in remote areas, including the use of a survey to collect information for evaluation. Wrote baseline analysis report of PPHCI against which follow-up performance results will be compared.-Presented paper based on PPHCI for a conference in Bangladesh on scaling up health strategies.-Served as technical advisor for public-private-partnership implementation in supervisory missions within health systems development projects in Uttar Pradesh and Uttarakhand, India.-Authored Health Policy Note on Uttaranchal, India and Health Service Delivery section of report for Uttar Pradesh, India that analyzed survey data and literature to identify weaknesses in current population health status and gaps in health system functioning in India, and provided recommendations for improvement in the health system to inform strategic planning for separate health systems development projects.
