As the State and Federal Funding Lead, I have coordinated multiple successful letter of interest efforts (two low-interest loans from the Water Infrastructure Financing and Innovation Act (WIFIA) program) resulting in invitations to apply for loans for up to $364M and completed submittal of one full loan application. Currently leading negotiation and closing of the first loan, and the development of the second full loan application with the EPA. Additionally, leading coordination of a financing agreement with the California State Board to obtain State Revolving Fund assistance (approximately $137M). This includes assurance that project meets State and Federal loan requirements; on-going coordination with State and Federal agencies on behalf of the City and the City’s Public Financing Authority; close coordination with the CWP Program Controls and Economic Management team to update cash flow projections.
