As Chief Executive of Collaborate CIC, I bring decades of practical and policy experience in public service reform in local government, central government and think tanks to Collaborate’s work. In my eight years at Collaborate (five as CEO) I have worked with a range of people and places to build collaborative approaches to social change, and guided the growth and development of Collaborate’s work and team. From a small team with an embryonic consultancy practice when I joined Collaborate, we are have more than quadrupled in size and built our sustainability, with a high quality team, fantastic partners from across the public and charity sectors, and five clearly defined areas of work, ranging from public service reform to leadership development.I am particularly interested in place-based change, public service reform and system leadership, and contribute to many of Collaborate’s projects on these themes. I am a lead facilitator on the SOLACE/Collaborate Ignite programme, a system leadership offer for local authority Chief Executives, and am currently working with Wigan Council's Senior Leadership Team and local partners to develop the next phase of public service reform in Wigan, building on the ground-breaking Wigan Deal.Prior to joining Collaborate, I spent four years as Director of Strategy & Policy for the London Borough of Lambeth, where I helped lead strategy and innovation focused on shifting Lambeth’s operating model towards new models of collaborative public services. I have also worked at HM Treasury, think tanks (NLGN and the RSA) and as a Special Advisor in two central government departments (Communities & Local Government and Transport).I write regularly on the future of local public services, including a current series on the public service reform agenda for the next government. I am also currently an advisor to Demos's Public Service Taskforce. I serve on Collaborate’s board, working closely with our founder and Chair Lord Victor Adebowale.

Leading strategy and innovation focused on shifting Lambeth's operating model towards new models of collaborative public services. Supporting cooperative council development and implementation, including the organisational move towards cooperative commissioning and wider system change. Designing and prototyping new approaches to community-based commissioning and 'platform'​ models to support community activity, with a view to building community resilience. Leading policy development regarding Lambeth's approach to Social Value, affordable housing provision and citizen engagement. Managing complex range of projects and organisational change. Co-leading team responsible for policy, research, innovation, equalities and performance.

Developing the cooperative council concept and practice as part of senior policy team. In particular, developing thinking and early implementation of cooperative commissioning. Working with people across the organisation to identify and support transformative projects and develop new behaviours and ways of working. Leading project with the Transition Institute on social value commissioning.

Working alongside Directors to develop research and thought leadership. Supporting future thinking and design of services. Research and writing policy, for example on behaviour change and adult social care. Helping to generate media coverage and sector awareness of the research.

Contributing to research on public service reform, including writing a major report on demand management with the RSA, LGA, ESRC and iMPOWER. Establishing new network of local authorities (Cooperative Councils Innovation Network) developing cooperative ways of working with citizens, using approaches which include co-production, commissioning for social value and new forms of community leadership.

Led programme of thought leadership to develop profile and help position BDO within the local government market. Produced research on range of topics, including social investment and charging for local services. Helped develop market offer and products.

Part of senior team working to define role and funding of local government. Led workstream around place-shaping. Helped write the Inquiry's interim reports and final report.

Led research around new models of local government, including the first study on the impact of elected mayors and new localised models of service delivery. Established the Innovation Network of forward-thinking councils and a network of all councils with elected mayors to support learning and policy development. Managed relationships with 40 leading private sector organisations engaged in the delivery of public services. Managed policy team and range of projects. Media writing and speaking.
