Its principal role is to provide informed and independent professional advice about the capacity of Principal Recipients (PR) to manage the implementation of activities funded under grants, to make recommendations concerning periodic disbursement of grant funds, to review grant performance when a grant is being considered for renewal, and to provide the Global Fund Secretariat on an ongoing basis with relevant information on issues or risks which might act grant performance.The financial part includes:- a critical review of routine reports submitted by the Principal Recipients (PRs), in particular, the six-monthly Progress Updates and Disbursement Requests (PU/DRs);- review of documents as part of pre-Grant signing and as part of Requests for Continued Funding, in particular, review of proposed Performance Frameworks and Workplans and Budgets with emphasis on the relevance of proposed indicators and activities and the reasonableness of proposed targets;- implementation and reporting of programmatic spot-checks (visiting sites to verify results and data quality);- contribute to financial reviews and audits of periodic activity reports relating to financial management aspects;- ad-hoc tasks requested by the Global Fund, such as verification of training events, meetings, and supervision visits.
