Contract Specialist - Construction Expert
Current-Performs a variety of contract administration functions, including monitoring contractor performance and ensuring compliance with the contract terms. Issue change orders, exercise of options, monitor contractor delays, claims, appeals, liquidated damages, potential deductions, settlements and terminations. Reviews technical reports to determine if progress is satisfactory and if not, prepares recommendations for the project team. Reviews contractor requests for waivers or deviations from contract terms. Reviews, investigates, and recommends action on price or cost adjustments, allow ability of costs, and problems concerning Government property. Reviews progress payment requests to assure that required clauses in the contract are met, that proper rates are being applied, and that proper accounting is made.-Plans and conducts negotiations on price, technical requirements, terms, and conditions ofthe contract. Awards or recommends award in accordance with delegated authority.-Develops and prepares solicitations, incorporating appropriate language, specificationsand clauses based on varied factors such as quantities needed, market conditions, delivery requirements, production capabilities, customer needs, etc. -Conducts pre-bid conferences; evaluates bids/offers submitted; determines responsiveness to the solicitation; assesses bidder's capacity to perform and comply with contract clauses and specifications; coordinates with technical specialists on bid samples; performs price analysis, evaluates cost and price data submitted by offerors to support direct and indirect costs and fee or profit; determines reasonableness of prices offered; and evaluates protests and mistakes in bid.-Formulates the contracting approach that will best satisfy the procurement requirement and determines the sources to be solicited.-Possesses Level III FAC-C Certification/Unlimited GSA Warrant.
