I am a very hard worker, who is dedicated to my projects, clients, and team mates / subordinates. I continually look at the large picture and expect perfection from myself at all times, striving to always do the best work I can do and paying close attention to small and important details.I have a long history managing projects covering topics such as process development, requirements and testing and telecommunication projects over the last 34 years. In addition to my experience, skills and training as a PMP certified Project Manager, some other noteworthy assets include gathering and analyzing requirements and information gathering/analysis and integration testing, development and re-engineering of processes, quality assurance and control of all documentation and tasking, and overall project planning and scheduling. I am also a certified scum master. Over the years I received a number of awards and appreciation for my skills as delineated below. Recently I am a member of the PMO team managing VA T4 projects and developing proposals under this IDIQ. I managed the Department of Veterans Affairs OSS project, which received an award from GSA for innovate technology. This project involves the VA telecommunication inventory, ordering, billing and reporting application. I was responsible for the initial requirements gathering and ensuring all VA needs were met by the application. I was able to bring this project into production after 3 prior projects were unable to pass the UAT process.

Two prior applications never completed testing.• Managing the award winning Department of Veterans Affairs (VA) Operational Support System (OSS) project taking the application from User Acceptance Testing to production and beyond. The application supports VA’s transition from the FTS2001 to Networx contract supporting three different telecom vendors. • Documenting and analyzing requirements for Phase II of the project.• Developing strategy for national rollout of the project.• Developing new processes for ordering, billing, inventory control and reporting in support of the application changes. • Coordinating with each of the three Networx vendors on e-bonding interface solutions.• Supporting production phase of the project.• Supervising Compumatics Group and sub, Turning Point staff.• Tracking all tasking on a master project plan.• Reporting on all activities for both new development and production in weekly and monthly reports to VA. -

Manager Enterprise Billing SystemWinstar Communications, Inc Jan 1999 - Jun 2001Vienna, Va•Created new department within WinStar to support the billing and invoicing of the new Federal Government MAA contracts. •Managed a team of 30 employees and contractors creating new billing systems to support the Federal MAA contracts for 16 different cities throughout the entire life cycle process. •Produced the first MAA invoice for the city of Baltimore. According to the Federal Government, this was the completed in the shortest amount of time; the most accurate and most closely met the invoice requirements for any MAA vendor.•Each city contract was at different stages within the development life cycle process as such the team continued to grow. Coordinated the activities for each city•Interfaced with representatives from the fed govt supporting the various cities, marketing managers, engineers, tax accountants, and other WinStar departments on a daily basis to ensure all interfaces and requirements were met.•Organized and chaired the weekly status meetings involving over 100 people from various departments within the company.•Had extensive knowledge of the requirements for each city, which were independent of the others. This was used to create a unique billing system for each city, based on Arbor billing system and often received requests for requirement information from other departments in preparing the multitude of interfaces required for the projects. •Managed the creation of test plans and test cases to support each system.
