Anne M. Carpenter concentrates her practice on technically complex civil and criminal matters, including the representation of clients in connection with multi-agency government investigations and enforcement actions, suspension or debarment proceedings, corporate internal investigations, and corporate compliance counseling. She has experience in advising critical infrastructure clients on cyber threats and vulnerabilities, and regularly counsels energy clients with respect to federal contract and funding issues under federal regulations and agency supplements.Anne's significant experience in the representation of corporate and individual clients includes criminal enforcements against energy clients under the Clean Air Act (CAA), the Clean Water Act (CWA), and Title 18. She also routinely represents clients in civil enforcements under the CWA's National Pollution Discharge Elimination System permit program and state-delegated equivalents.In addition to enforcement matters, Anne regularly advises corporate clients on the development of integrated compliance programs that are tailored to corporate operations and meet the expectations of the government. She has served on several independent monitor teams appointed by the government or the Court to oversee the implementation of corporate compliance requirements.Anne is currently serves as a member of the Board for the Network for Victim Recovery of DC and is the former Chair of the Board of Directors of the Domestic Violence Legal Empowerment and Appeals Project. She is on the Washington, D.C. office's Pro Bono Committee, and she devotes substantial time to pro bono work, with a focus on domestic violence. Anne co-authors Bloomberg BNA's Daily Environment Report's Annual Survey, "The State of Environmental Crime Enforcement: A Survey of Developments," for which she was honored with the prestigious Burton Award for Distinguished Legal Writing in 2012. She co-authored "Clean Air Act Criminal Enforcement" in the fourth edition of the American Bar Association's Clean Air Act Handbook, and has presented in webinars for both Bloomberg BNA and the ABA's Section of Environment and Energy regarding trends in environmental criminal enforcement.Prior to entering the field of law, Anne worked as an environmental educator for the New York City Soil and Water Conservation District, where she directed programs for high school and elementary school students in Harlem and across New York's five boroughs.
