Appointed by newly elected Governor Bruce Rauner, with the task of establishing an open and transparent regulatory environment for Illinois, restoring the state’s insurance industry to national prominence. Directed a total staff of 320 FTE. Developed effective relationships with all stakeholders, including many C-level executives. Recruited top executive talent into the department. Led Illinois to regain its preeminence in insurance regulation nationally. Addressed this most vital of the financial services sectors by developing creative solutions to an ever-expanding set of dynamics driven by technology, globalization, and a historically low interest rate environment – faced by both insurers and the insured. Directly involved in the most pressing of those opportunities including Blockchain, cybersecurity, automated vehicles, infrastructure investing and the health coverage designs both in Illinois and nationally.

Acting Commissioner of Insurance (2014-2015)Deputy Commissioner of Insurance (2011-2014)Led the day to day operations of all divisions (150 FTEs) at The Connecticut Insurance Department (CID). The department has jurisdiction over the largest life insurance industry in the United States, and the second largest overall insurance industry in total written premium. Given substantial responsibility and authority to handle the domestic portfolio of the agency, freeing up the Commissioner to focus efforts on international insurance issues. Served as Acting Commissioner following incumbent’s resignation. A major focus of tenure was in the dynamic healthcare market. This included the launch of Access Health CT, widely praised as the most successful public health insurance exchange in the US. Initiated regulatory innovation and improved compliance in behavioral and mental health, with strengthened attention in the aftermath of the Sandy Hook, Connecticut shootings.

Grew revenue and earnings over tenfold, becoming one of MassMutual Financial Group’s most profitable Divisions. (Y/E 2006 Pre-tax earnings $165 million, AUM $13+ billion, Staff of 171 plus external contractors.) Earned reputation in marketplace for highly creative product design balanced by strict underwriting and tax planning guidelines.
