Lead the development and implementation of disaster resilience strategies and actions for a safer Washington State. Oversee programs to educate residents on preparedness and natural hazards, grant programs to fund projects and programs across the state to mitigate the impacts of disasters to residents and our critical infrastructure, and programs which analyze and plan action to mitigate for for natural and human caused disasters. Floodplain Administrator for Pierce County Washington. Manage the development and implementation of plans and programs to improve flooding, salmon recovery, shellfish protection and water quality in Pierce County. Lead a staff of 19 and oversee an operational budget of $5 million and capital budget of $4 - 6 million annually. Oversee the management of the Pierce County Airport and Ferry Division which provides the mainland ferry link to Anderson and Ketron Islands and manages two airports: Tacoma Narrows Airport (KTIW) and Pierce County Airport - Thun Field (KPLU). Oversee a small dedicated staff and an overall annual operating budget of $7 million. Responsible for: managing the contract of the ferry service provider; planning, developing, and implementing annual and long-range programming activities including capital infrastructure improvements; coordinating extensive involvement with the public, other County departments, community advisory committees, system users, and regulatory agencies; and seeking new revenue sources for operations and capital programs and focusing on long-term economic sustainability of the airports and ferry system.

Managed and developed plans and programs which supported the Surface Water Management Division. Programs included Communications and Outreach, Floodplain management and Community Rating System compliance, Lands Management, strategic and long range planning, grants coordination, asset management and GIS support, and support of the Pierce County Flood Control Zone District. Oversaw a professional staff of nine, two seasonal AmeriCorps Volunteers and an operating budget of $1.2 million.Beginning in March 2017 served as interim Environmental Permitting Manager overseeing permitting functions in support of capital construction projects and maintenance repairs, Pierce County Fee in Lieu program and development of other programmatic plans and programs in support of capital and maintenance activities.Key Contributions:• Lead development of division’s first strategic plan.• Co-leading redevelopment process for capital planning program and creation of annual Surface Water Improvement Plan.• Leading development to revamp approach to watershed planning in Pierce County to achieve greater efficiency in delivery of services and public understanding.

Strategic and long range planner focused on flood hazard planning and watershed planning. Provided planning and capital development support for the newly formed Pierce County Flood Control Zone District. Provided planning support for the Community Rating System program, which enables the County citizens to receive a 40 percent reduction on flood insurance premiums received through the National Flood Insurance Program. Served as Environmental Lead for support of various capital improvement projects, including all state, federal and local permitting issues. Project manager for redevelopment of capital planning program.

Supervised the Planning and Engineering section of the Public Development Division, responsible for the redevelopment of Pierce County’s Chambers Creek Properties. Responsible for a $650,000 dollar operating budget and $3 million dollar capital budget. Oversaw a staff full time and seasonal employees. Prepared performance evaluations, workload assignments, and training. Served as the backup during Manager’s absences. Lead and participated in preparation of annual budget request, grant proposals and administration of annual operating budget. Developed policies and procedures used in the overall operations of the Division. Provided day-to-day guidance to staff on property management issues. Prepared and administer inter-local and operating agreements between outside agencies and organizations. Key Contributions:* Redeveloped a Joint Procedural Agreement between the county and partnering cities to aid in the efficient development of Chambers Creek Properties, implementation of the Chambers Creek Properties Master Site Plan Update.* Redeveloped design guidelines for construction projects and features at Chambers Creek Properties.* Oversaw planning and permitting of over $8 million in capital projects.* Lead preparation of Division operating budget of $2.6 million. * Parking and site logistics for the 2010 United States Golf Association US Amateur.

Developed and administered update of long-range capital facilities plan, consultant services contracts and small works construction projects. Responsible for project outreach and day to day property management issues for the operation of Chambers Creek Park (Properties), including leases, easements and contracts. Prepared and presented reports and public presentations to community groups and government leaders on development of Chambers Creek Park (Properties). Provided training and oversaw day to day work of subordinate staff and planning interns.Key Contributions:* Project manager for the Chambers Creek Properties Master Site Plan Update.* Developed project website, bi-annual newsletter and project updates.* Prepared planning and permitting documents for the development of the Chambers Bay Golf Course, home of the 2015 United States Open.

Developed long-range planning and implementation of capital facilities projects for the Sewer Utility. Provided Environmental Impact Statement analysis for long-range capital planning including reviews, drafting and research. Assisted in preparation of plans and programs in support of development of the Sewer Utility. Prepared reports and recommendations for department heads. Key Contributions:* Assisted in the development of the Pierce County Unified Sewer Plan (USP), supporting Environmental Impact Statement and preparation and implementation of its Public Involvement Plan.* Prepared SEPA documents for biosolids management issues on the Chambers Creek Properties and the Chambers Creek Regional Wastewater Treatment Plant.* Prepared FEMA compliant planning, permitting and environmental documents to support disaster recovery efforts for damage caused by Nisqually Earthquake to Sewer Utility property.

Conducted research and analysis in support of the Sewer Utility. Assisted in preparation of plans and permits in support of capital projects for the Sewer Utility. Prepared graphics and supporting documents for department projects and represented the department at technical and community meetings.Key Contributions:* Served as Watershed Coordinator to facilitate implementation of the Chambers Creek Clover Creek Watershed Action Plan.* Assisted in the development of the Chambers Creek Properties Master Site Plan, 1997, a complex long-term redevelopment plan for 930 acres of public land in South Puget Sound.* Played a key role in the preparation and implementation of the Public Involvement Plan for the Chambers Creek Properties Master Site Plan.
