Resulted in founding of APTA (America Public Transit Association) SE Subcommittee (chaired from 2008 - 2012).

Led systems transformation initiative to embed tailored systems engineering practice within project management/business process to improve New York City Transit's (NYCT) capital project delivery. Establish in-house Systems Engineering capability for agency. Systems Engineering (SE) initiatives included: Change management & Configuration management; Concept of Operations and Requirements Engineering; Alternatives Analysis; Systems Architecting; Interface & Integration Definition and Management; and Verification & Validation.Skills employed include: Strategic planning & tactical implementation; establishing business case for SE implementation at NYCT; organizational change management; staff and resource development; fostering systems engineering awareness at enterprise /organizational level, and leading SE industry forums to capture/share emerging practices among peer rail/transit agencies, consultant and contractor partners;

Lead communications engineer for new subway expansion projects (Second Avenue Subway, 7Line Expansion, Fulton Street Transit Center hub, new South Ferry Terminal).Oversee stakeholder engagement and design development of all communications infrastructure (wireless, carrier-grade fiber networks, structured cabling) and communication system applications for operations (fire/life safety, service and incident management, maintenance management and diagnostics, etc) and customers (passenger information systems, security, etc).

Founded APTA's Systems Engineering Subcommittee to raise systems awareness among public transportation industry supply chain - highlighting complexity and integration challenges faced by capital programs; need for systems expertise and practices to address these challenges; and need to elevate systems knowledge and capability across the supply chain.

Established Northeast regional ITS practice. Responsibilities included: business development and client development; program management; technical oversight of planning, design development and construction phase services.Technical lead (PTG) for successful $42M Design/Build bid with Transdyn (systems integrator) for Intelligent Transportation Systems deployment at PANYNJ's Lincoln and Holland Tunnels and approach roadways. Deployed computer systems, communication systems and field devices (CCTV, sensors, electronic message signs, etc) monitor the facility, traffic and roadway conditions, and provide real-time traffic control and motorist advisories.

Technical oversight of multiple, concurrent ITS construction projects for Georgia Dept of Transportation's post-Olympic ATMS expansion with contracts worth over $50M. Review technical project submittals; witnessing test and operational start-up phases. Training provided as needed for GDOT field engineers/inspectors for ITS elements: fiber networks, CCTV, electronic variable message signs and other electronic field devices.

Led corporate ITS business strategy with team representing Jacobs offices nationwide.Led establishment of office-wide (Boston) mentoring program.Systems discipline engineering lead: tunnel systems design for new four-lane sub-surface vehicular tunnel enabling Toronto Airport terminal expansion. Oversee design interfaces and integration between systems and civil/structural disciplines; manage client engagement for requirements input to systems design (mechanical, electrical, communications, lighting). Electrical/Communications Engineer: Supported rehabilitation of Mass Turnpike Authority Sumner and Callahan Tunnels ventilation, CO monitoring and electrical power systems; design engineer and performed field inspections.Design engineer for advanced traffic management systems (ATMS) including electronic signage, CCTV, video detection systems) along Mass Turnpike (I-90) with monitoring/control from central operations facility.Design engineer and construction phase support for AM/FM Rebroadcast system with emergency override for Highway Advisory Radio broadcasts for Sumner and Callahan Tunnels. Provided system interoperability with Central Artery/Tunnel operations.
