Utilized COAST and GFMS Data Warehouse data to create integrated domestic (GFMS) and overseas (RFMS) financial status reports and reconcile domestic and overseas financial system transactions for overseas allotments. Developed procedures and managed the contract administration and voucher/invoicing for overseas contracts, sourced by AQM. and Support to the DOS contracting officer in the process for the close-out of expired contracts and the oversight and management of contracting officer representative mandatory contract administration files. Analyzed Federal and DOS policy requirements for contract administration files and created a SharePoint structure for high-risk overseas post COR files on CONUS servers. Conducted a A/OPE policy compliance audit for the IRM Vanguard contract administration SharePoint COR Files and developed recommendations for site and file compliance with department policies. Serving as an appointed member of the IRM VMO Strategic Planning working group developing the acquisition strategy for Vanguard 3.0 IT support services. Extensive utilization of GFMS, Data Warehouse data to reconcile invoice and payment approval documentation in the IRM management information system and provide Vanguard contract financial status reporting.

Supported the Marice Corps Force Cyberspace Command (MFCC) Comptroller, and the command at-large, in the strategic planning development of financial management organizational capabilities and structure, business process implementation, budget policy development and analysis, budget requirements development, and the management and expenditure of command resources to include the purchases of goods and services, as well as providing direct staff support for the financial administration of the Defense Travel System (DTS) and Government Travel Charge Card (GTCC).Provided continued support in efforts to establish the MFCC Comptroller as an independent financial organization with the full spectrum of functional capabilities and operational financial management processes inherent to DON/USMC Major Commands (i.e. accounting, budgeting and internal controls);Led effort to develop and establish the business model for the MFCC command process for a requirements development and supply & services purchase approval processes, to include training, and travel process components;Performed analysis of complex budget and issue and drafted recommendations and policy strategies to establish an command FM operational support foundation compliance with Federal and DOD financial management laws, regulations, policies and practices; Supported, assisted and performed the key funds management functions, budget preparation and formulation, funds allocation, execution and funds control for the MFCC.

Management Agenda Concepts, LLC was founded to assist federal agencies in the development of management strategies, organizational changes, and implementation of business process improvements to achieve the objectives of government accountability, efficiency and effectiveness set out in the 2001 President’s Management Agenda. Significant endeavors included:•Participate as a principle member of a four-vendor team to provide program management support and management of the business case for the process re-engineering effort and implementation of a financial systems integration structure for the USDA, Farm Services Agency (FSA) and the management of the agency business case. •Conducted an examination and assessment, and provided recommendations for of the Animal and Plant Health Inspection Service (APHIS) financial policy, practices, procedures and evaluation of APHIS compliance with federal financial management requirements for systems, internal controls and operations for Supplemental Appropriations.•Development of the performance statement of work for a major corporation proposal for the Defense Enterprise Accounting and Management System (DEAMS).

As the functional project lead for budget and civilian personnel evaluation system application development efforts for various Department of Navy organizations. Ms Norton developed the business process models, acted as the customer liaison, prepared procedures manuals and documentation, conducted application testing, quality assurance and assisted clients with application software implementation. Significant efforts included: •Functional requirements and process model development for the Title V Naval Research Lab (NRL) civilian personnel performance evaluation system, Contribution-Based Compensation Systems (CCS), which later became a key component of the DOD-wide NSPS evaluation system;•Software application and functional requirements development for the ASN and Commander-in-Chief Atlantic Fleet (CINCLANTFLT) Manpower Budgeting System.
