Ms Meeks is a senior subject matter expert in manpower and A-76 programs. During her 20 year tenure in the AF, she was acknowledged on multiple occasions as one the AF’s best manpower officers. She led or participated in over 200 manpower standards development efforts. Ms Meeks also became involved in OMB Circular A-76 efforts during her first assignment in 1979. Since then she has been both a PWS and MEO team lead, costing expert, and on the decision body advisory staff. Her last active duty assignment was as the Defense Intelligence Agency’s Director of Competitive Sourcing. Since her retirement, Ms Meeks has acted as a consultant to the DoD Director of Competitive Sourcing Programs, the Defense Logistics Agency and Defense Distribution Center Competitive Sourcing program managers, as well as establishing her own consulting firm. Ms Meeks is an acknowledged expert in the "right sourcing" and quality management fields.
