Annie is an independent public finance and policy consultant who founded Sieger Consulting in 2020. Sieger Consulting is a social purpose corporation whose mission is "transforming organizations and systems for the public good." Annie does this by solving complex systems and finance problems across sectors, by:• Facilitating planning and decision making processes;• Engaging stakeholders and the public;• Assessing needs, cost of service, and feasibility; • Analyzing tax rates, burden, and economic impact; • Developing funding and financing policy and strategies; • Designing and implementing governance and service delivery models and,• Framing accountability and performance measurement programsBy integrating these skills, Annie is able to ensure holistic solutions that realistically address the problem and fit within its context. Prior to founding Sieger Consulting, Annie worked at BERK Consulting as a Senior Associate leading the firm’s finance and economics practice, where she consulted on projects across sectors and practices throughout Washington, and for governmental public health systems and libraries across the country. In 2019, as a contractor for Habile Consulting LLC, she led a comprehensive system needs assessment of Colorado’s governmental public health system to advance public health system transformation efforts. After many years of consulting, Annie founded Sieger Consulting as a natural extension of her career, formalizing her personal consulting mission. Annie has a “do what it takes” ethos and a track record of managing complex projects to aggressive schedules and budgets. She continues to benefit from the robust project management and quality assurance/control practices she developed and employed while at a larger firm, which ensure fidelity to the project purpose and desired outcomes, and the accuracy of the final product. Annie believes that the “process” is just as important as the product.PUBLIC HEALTH SYSTEM TRANFORMATIONWhile Annie provides public finance and policy services across government services, she is particularly passionate about supporting public health system transformation through Foundational Public Health Services (FPHS). She has led public health system transformation-related projects in Colorado, Washington, Oregon, and Kansas. She has also worked with the Public Health National Center for Innovations (which houses the Foundational Public Health Service framework and system transformation model) on a landscape analysis of system transformation efforts and on efforts to advance the model.
