It is important to note that appointment to a one-year term as student member of the Board is the result of a grueling nomination and selection process that, in and of itself, speaks volumes about the students who avail themselves of the opportunity. To be sure, providing a responsible voice for the students in Harford County Public Schools on this governance body requires extraordinary intelligence, analytical skills, commitment, drive, communication and human relations skills, and diplomacy. The demands and challenges of a student board member are myriad, indeed. Yet, Tony quickly came to realize that the student voice was quite limited—in that the student member was denied the opportunity to be a voting member of the board; Tony recognized the inherent inequity and undertook a campaign to address it. Previous attempts to empower a Harford County student board member with voting rights had proved unpopular owing primarily to opposition from Harford County Board of Education members due to lack of context and of clarity regarding the scope of student voting authority and the imprecision of wording in bills presented to the Maryland General Assembly (yes, state government-level legislation was required). Undeterred, Tony formed an effective coalition of county- and state-wide student leaders and organizations who mounted an arduous and successful course of action to create draft legislation, to engage in meaningful dialogue regarding its scope, to defend and to compromise provisions as necessary, and, ultimately, to lobby Harford County Board members and elected officials for the passage of Maryland House of Delegates Bill 1213 and Maryland State Senate Bill 918. It was clear that even as a high school senior, Tony understood the importance of, and the power in, the development of a plan with clearly defined objectives and specific outcomes, teamwork, coalition-building, and negotiation. While this successful undertaking resulting in a significant change in the status of student board members, it, without doubt, provided critically important takeaways and learnings for Tony that would help to propel his success in years to come.
