Carroll is a sole practitioner affiliated with Manchester Trade Ltd. Corporate client activities include corporate and international transactional work in telecommunications, infrastructure development, investment and merchant banking, mining and petroleum in Africa, Europe, the Caribbean, and the Middle East. Team leader and project leader for World Bank and USAID funded projects in South Africa, Jordan, Ghana, and Lithuania for The Services Group.

Practice focused on international trade and investment, tax, litigation, commercial arbitration, telecommunications and media, and natural resource law. Client activities included drafting and negotiating commercial agreements; formulating and editing proposed legislation; corporate formations, mergers and acquisitions; execution of complex international financial transactions; and consulting activities for multilateral financial institutions and the U.S. government. Served as legal advisor to World Bank team examining barriers to enterprise development including corporate formation. Simultaneously served as counsel to Neill and Company, Washington's largest foreign agent lobbying firm.

Provided legal and technical support to the Director of the Peace Corps and other staff of the agency through the General Counsel. Drafted legal memoranda, regulations, and position papers involving all current and proposed Peace Corps programs, negotiated country and international organization agreements, directed international investigations and litigation, and supported Congressional liaison activities. Outstanding Employee, Peace Corps, (1987 and 1988).

Responsible for all legal matters for this investment banking and investor relations firm. Primary duties included: structuring of merger and offering documentation; corporate formation and dissolution; supervision of due diligence activities; development of an international network of broker/dealers for market making efforts: and advising staff in general corporate legal and administrative matters.

In the capacity of District Officer, responsible for a multimillion dollar development aid program for one of Botswana's nine districts. Designed and implemented a comprehensive array of projects including: education; industrial and agricultural development; village electrification and water supply: rural road construction; and natural resource activities. Served as senior administrative officer for local elections, refugee resettlement, and tribal and city land tenure matters.
