Manage and direct the technical development of all issues emanating from the division. Responsible for the continuing transition from a regulated to a competitive marketplace. Duties include, but are not limited to the following: represent the division in formal deliberations before the Board at public agenda meetings; direct and coordinate matters concerning intercarrier dispute resolution, local competition, area code relief, plans for alternative regulation; direct the implementation of studies, methods and procedures to ensure the adequacy of safe and reliable telephone utility system; review proposed rulemaking and legislation affecting the agency and prepare recommendations, testimony, and/or comments concerning desired legislation affecting the telephone industry and citizens of New Jersey; manage and supervise the division’s work operations; manage employee performance evaluations. Member of NARUC and MACRUC staff sub-committees as well as NJ Broadband Task Force. Also brief members of the governor’s office, legislators and the congressional delegation on federal legislation and FCC rulemaking.

Plan, supervise and coordinate the work of subordinates in connection with rates, tariffs and accounting procedures of utilities, including the assignment and review of economic studies and data, briefs, reports, and Board memos and proposed Orders. In addition, supervise the work load of the section and have responsibility for timely and accurate completion of assigned work. Specific non-supervisory duties include: policy and planning, proposed rulemaking, access tariff filings, compensation and competition issues, MFJ and NARUC developments, research projects and participation in the implementation of the New Jersey Telecommunications Infrastructure Study and the Telecommunications Act of 1992.

Analyzed proposed rate schedules of public utilities as to their compliance with State and Federal laws, and their effects and/or impact on the Telecommunications Industry and the general public. Reviewed decisions of governmental agencies, prepared briefs and cross examination in contested cases. Specific projects have included formulation of the intrastate access charge structure for local exchange carriers in New Jersey, flexible pricing regulations for interexchange carriers and analyzed and recommended approval of numerous telecommunications carriers’ tariffs. In addition, supervised other Rate Analysts in the examination of rate and tariff proposals, as well as corresponding with industry representatives to resolve customer complaints.
