This role will focus on how we make insurance a catalyst for speed and scale identifying where risk and uncertainty play a pivotal role in the system change required to build the market leading services and mechanisms that will de-risk the low carbon, resilient, just transition and mobilise capital to protect lives, assets and livelihoods in the Climate Emergency.

Howden & the Climate Champions Team will collaborate to build an Enabling Climate Insurance Breakthrough. Finding that insurance could expedite delivery of roughly half of the priorities outlined in the 2030 Climate Solutions roadmap, this new Enabling Breakthrough will support insurer-client collaboration to better understand risks and work alongside key industries to de-risk projects, mobilise new insurance capacity and support low carbon investments.

I have been appointed as the chair of Climate Actions Advisory Council. The focus is on building an advisory group to help advise and steer Climate Action's vision towards a global platform to drive climate and nature action through impactful convening. Climate Action has over the last 15+ years built a World class series of convenings at the climate CoPs, New York Climate Week, London Climate Action Week and Paris. Bringing leaders of business, civil society and governments together with a focus on collaborative impact.

Very excited to be working with the Inevitable Policy Response (IPR) team as a senior strategic advisor to drive forward this critically important narrative and global assessment of international and national climate policy trends. The #direction of travel and destination are increasingly clear. However we are racing against a #climateclock. In that race we have a choice how quickly we choose to get there. The faster we decide to go the more orderly the transition will be, the slower we go the more likely we are to experience a disorderly transition. Anthony joined the World Economic Forum as part of the Senior Leadership Team within the Platform for Global Public Goods (now the Centre for Climate and Nature) to lead the implementation of the Mission Possible Partnership (MPP), a new initiative designed to build public and private collaboration for industrial decarbonisation with a focus on implementation and action. Anthony was also tasked with external engagement on industrial decarbonisation, assisted with the launch of the First Movers Coalition, a partnership between the World Economic Forum and US State Department to mobilise advance purchase commitments for green industrial products. Anthony also led the Global Future Council for Net Zero within the Forum. During the COVID-19 lock-downs Anthony pioneered a strategy pivot and implemented some of the Forum’s first virtual events. Anthony also led the Alliance of CEO Climate Leaders. Following the spin out of MPP as an independent NGO, Anthony developed a new strategy for the Forum to engage with philanthropy at scale which culminated in the successful launch of the GAEA Initiative – Giving to Amplify Earth Action – at the Annual Meeting 2023 in Davos, supported by over 45 organisations within philanthropy, business, government and academia committed to increasing funding for climate through public, private, philanthropic partnerships, to catalyse and accelerate action. During his time at the World Economic Forum Anthony has brought in and managed close to $20m in third party funding to underpin these activities.

Anthony joined as the first CEO of not-for-profit think-tank the Carbon Tracker Initiative (CTI); a group of financial and energy experts from the private sector working to shift capital markets to deliver a climate-secure global energy system. Initial research published by CTI on ‘the carbon bubble’ has spurred interest and action from investors and financial institutions worldwide. CTI is working closely with a number of foundations and like-minded organisations to provide solid financial analysis to underpin and compliment environmental advocacy. Anthony has developed a clear vision, objectives, direction and growth strategy as well as implemented a formal governance and operating structure for CTI to allow for scale-up and continued success. He leads the Executive Team which includes the Founder & Executive Director, COO, Head of Research and Head of Communications and has grown the CTI staff team in the UK and abroad. Anthony has appointed a diverse advisory Board, which he formally reports to. He has driven forward a coherent fundraising programme of ~$10m and the development of a corporate engagement agenda. Anthony has developed CTI’s communications strategy and successfully increased the impact and reach of the research agenda. This has been recognised with the team winning the communications prize for the last two years running at the Guardian Sustainable Business awards. He has improved CTI’s brand and reputation, successfully building credibility and relationships within the financial sector as well as with key Governments, the media and other stakeholders.

Anthony was elected President in March 2013 and served in this role for two years. Prior to this he was on the Board since 2009.

Anthony joined Norton Rose Fulbright in 2007 as a partner in a Global leadership role to deliver a 3 year business plan he developed for a world-class global climate change practice. Under his leadership the firm moved to being a leading Tier 1 practice globally. The practice exceeded all financial targets & opened doors to blue chip & major banking clients (such as Bank of America Merrill Lynch, JPMorgan, BP, Gazprom & RWE). It was also a successful "Trojan Horse" practice which opened doors to clients which the firm could develop in other practices & helped to build a true global brand. This practice is now used as a model for building global practice groups at Norton Rose Fulbright.Following this success in 2011 Anthony was asked to go to Australia in another leadership role to work with the newly merged Norton Rose Australia (NRA). The mandate was to use Climate Change, Clean Energy & Green Finance to develop the brand & relationships of NRA in Australia & Asia Pacific. Anthony developed a new business plan working closely with the now NRA CEO. He used his leadership, team building & networking skills to develop the NRA brand, team & presence in Australia. This involved developing a strong domestic team, connecting this into the international team & providing extensive leadership. Anthony was successful in building his own public profile in Australia as well as enhancing external engagement for key team members leading to tangible brand & client engagements. The end result was that NRA is a clear market leader in Australia & the Asia Pacific. This has given the Norton Rose brand in Australia a considerable boost, opened doors to major banking and corporate clients as well as creating significant credibility in Federal Government in Canberra.Anthony returned to London in 2012 to where he has re-branded the practice from climate finance to Sustainability & Climate Change and is presently leading the firms thought leadership in energy, climate & sustainability.

The Carbon Markets Association is now the Climate Markets and Investment Association (CMIA). It was formerly London Climate Change Services (LCCS).

Anthony was General Counsel & Director of Legal Policy. Anthony was a central part of the investment management team for funds worth over €1bn. This included: (i) developing a legal risk management framework & documentation; (ii) developing the investment committee process; (iii) advising & voting on the Investment Committee; & (iv) advising on investments & projects. Anthony worked closely on deals & regularly travelled to emerging markets such as China & India to participate in key negotiations. For example, he played a critical role in putting together the biggest private syndication of a carbon project - the 30 million tonne Juhua CDM Project in China. Anthony’s role as Director of Legal Policy was more strategic, requiring his unique skills to identify commercial opportunities arising from the interface with policy & regulation.

Anthony was a senior associate in the Global Climate Change and Carbon Finance practice. Working closely with the Global Head, James Cameron, Anthony was able to play a key role in building this into global leader. Early on Anthony was singled out as a thought leader and innovator. He was invited to Washington by the World Banks Climate Finance team to understand and define the legal nature of emissions rights such as carbon credits. He was singled out to lead the legal team in a consortium advising the EU Commission on the development of the EU wide GHG registry system for the EU Emuissions Trading Scheme. Anthony worked with the World Bank to devleop its CDM and JI carbon contracts and helped numerous first movers in the carbon markets like EcoSecurities, AgCert, Merrill Lynch and Morgan Stanley.

Anthony was the Firms lead lawyer on environmental issues in commercial transactions, particularly mergers and acquisitions, project finance & PPPs within the waste, chemicals and defence sectors. He also developed a leading expertise in both contaminated land, waste and brownfield redevelopment and environmental liability insurance. Anthony's scientific background, strong commercial negotiating skills and legal acumen served his clients interests very well.It was whilst advising the British Ceramics Association in 1998 negotiating the Ceramics Sectors Climate Change Levy Agreement with the UK Government that Anthony saw the potential for market based solutions to climate change. As a result Anthony persuade the UK Environment Law Association to set up a Climate Change Working Group which he was the Secretary too. Following on from this Anthony worked with the then Chair of the UKs business led Emissions Trading Group to set up an ETG Legal Working Group. As a result Anthony was a key part of providing legal expertise and input into the development of the UKs pilot emissions trading scheme. Anthony was then asked by the Foundation for International Environment Law (FIELD) to comment and input into early drafts of the EU wide GHG Emissions Trading Directive FIELD was developing for the EU Commission.

Anthony main area of focus was privitisation of the British Coal Corporation and associated companies. Anthony worked on the privatisation of the British Coal Corporation. This included reviewing the a broad spectrum of environmental liabilities associated with coal mines being sold into private ownership or closed down with liabilities transferred to the newly formed Coal Authority.Anthony also helped manage the environmental liability and assessment aspects for the sales of Coal Products Limited (coking plants), British Fuels Ltd and the sale of all of BCCs residual land holdings (the biggest sale of land in the UK since Henry VIII disbanded the monasteries). He was responsible for developing a strategy to identify, assess and quantify the environmental risks and liabilities prior to the sales. A key part of this was a strategy to identify, tender for and appoint environmental consultants. Anthony then worked closely with the financial advisors, environmental consultants and clients to develop and manage a suitable strategy/model to screen sites for low, medium and high risk. This then resulted in a process for apportioning, transferring and insuring material risks.Anthony also worked with the firms Head of Marketing to develop a series of thought pieces, workshops and seminars to sell the Firms environmental law practice.

Anthony was a trainee solicitor with an overarching focus on environment law. He also worked on marine pollution, maritime disputes, insurance disputes within the Lloyds of London Market, a major oil & gas realted arbitration involving off shore plaforms in India and ship financing.
